This support amounts to a total amount of 145 million euros.
The ESC system requires energy suppliers to save energy, which they achieve in particular by actively promoting energy efficiency among households, communities and professionals, in many sectors of activity (residential, tertiary, industrial, agricultural, transport, etc., with support systems.
The projects announced by the ministers fall under one of the following 3 themes:
Axis 1: Innovative tools to fight against fuel poverty
These programs specifically target households in fuel poverty and offer innovative tools that can be deployed across all regions.

Axis 2: Support for energy-efficient mobility for households in fuel poverty

Axis 3: Tools and support for the implementation of sustainable logistics
These programs offer solutions to businesses and communities to implement more sustainable logistics.

The projects, received by September 26, 2022, were selected according to their degree of maturity, their scope and their effectiveness.
On the occasion of this meeting with the nine winners, Agnès Pannier-Runacher signed with the ADEME, the associated carriers and the funders, the convention of the REMOVE program on the "modal shift and greening of mass transport fleets". The Global REMOVE Program aims to:
- Accelerate the modal shift of goods from the road to a mass mode of transport such as river, sea (cabotage) and rail;
- Accompany the players towards improving the energy and environmental performance of their mass transport fleets (river, rail, maritime cabotage and professional fishing) as well as the associated handling means.
The program, through awareness-raising, training and support actions, will be a useful lever for players in the transport and logistics chain to promote energy and ecological transition, and thus contribute to achieving France's ambitious objectives in matter.
As a reminder :
In France, the modal share of land mass transport of goods (river and rail) represents only 11,6% of tonne-kilometres[1], even though the country has the most extensive rail and river networks in Europe. It is necessary to green the fleets of vehicles operating on these infrastructures but also to complete the chain of support for modal shift by associating and involving the principals on these subjects. It is in this context that this program fits. This modal shift towards mass modes must be accompanied by actions to make the fleets in the maritime (cabotage and fishing), river and rail sectors, as well as the associated handling equipment, more economical.

For Christophe Béchu, Minister of Ecological Transition and Territorial Cohesion: “With nearly €150 million mobilized for the low-carbon transition, in particular for vulnerable populations, the State is mobilizing at the heart of the energy crisis. This will be used to finance measures that are both good for the climate and good for purchasing power everywhere in France, such as zero energy poverty territories or the implementation of local green mobility solutions for households in landlocked territories. . »
For Clément Beaune, Minister Delegate for Transport: “The transport sector is still the 2nd most energy-consuming sector and the 1st emitter of greenhouse gases in the country. Our priority is to accelerate its decarbonization throughout the country. To achieve its ambitions, the State is implementing 7 new Energy Saving Certificate (EEC) programs to increase energy efficiency efforts in transport, particularly for the most vulnerable people, and in logistics. I would like to thank all the players who are committed on a daily basis to building the mobility of tomorrow: every action counts.”
For Olivier Klein, Minister Delegate in charge of Cities and Housing: “Fighting energy poverty, against its economic, health, social and obviously environmental consequences, is a priority for the Government. Our mobilization alongside all the actors involved in this fight and whose commitment I salute continues today with the support given to two new CEE programs. Through these projects, we are highlighting the importance of reinforced support for renovation for the most vulnerable and of a constructive approach that brings together owners and tenants to successfully eradicate colanders from the rental stock. »
