According to the decree published in the Official Journal, the purchase of a detached house may be subject to a zero-interest loan of 10% to 30% of the value of the property depending on the household's income, from April 1, 2025.
As for apartments, the conditions that applied in 2024 are renewed: from 20% to 50% of the value of the property depending on the household income.
For example, a young worker, paid at the minimum wage, can now benefit from a PTZ of 33.000 euros for the purchase of a new house of 110.000 euros and thus reduce "their monthly payment by 80 euros/month (-12%) compared to traditional bank financing over 20 years", calculates the Ministry of Housing.
The purchase of social housing and housing under a real solidarity lease are also covered by the PTZ.
For existing housing, the PTZ is renewed under the same terms as in 2024 and allows the acquisition of housing to be financed on condition that energy renovation work is carried out.
Making the PTZ accessible throughout France and extending it to individual houses was a measure announced by the government and included in the 2025 finance law with the aim of boosting construction and helping first-time buyers.
The government aims to "encourage the construction of at least 15.000 additional housing units supported by the zero-interest loan," according to a press release published Monday.
In March, the government issued a decree authorizing access to MaPrimeRénov' energy renovation aid for low-income households with a zero-interest loan. The ceiling for covering the cost of the work was also raised from 80% to 90% for the most modest households.
