The entry into force of the REP PMCB is a nonsense that arouses the annoyance of craft building companies

It is clear, as CAPEB had warned it on many occasions, that the 4-month postponement announced last December will not have been sufficient. As of May 1, the payment of eco-contributions linked to the extended producer responsibility (EPR) sector for construction products and materials in the building sector came into force without any real local network of collection points, nor sorting instructions. .

There is concern among craft building companies, which are being asked to comply with a device that is not yet operational while paying for a service that is not yet available.

In fact, not only has no mapping of the collection points likely to apply the rules for the free collection of sorted waste yet been communicated, while CAPEB has constantly stressed the importance of preparing for the companies better upstream of the entry into force of this system in order to guarantee its success.

But above all the number of collection points available, currently 515, i.e. barely 10% of the necessary collection points, is largely insufficient to respect the distance of 10 kilometers maximum (20 kilometers in rural areas) between the waste production zone ( site or company) and the collection point, as provided by law.

Finally, it is to be feared that these first collection points are mostly located in urban or peri-urban areas, thereby creating inequality between companies.

How can this system succeed in achieving its objective, namely to strengthen the collection and recovery of waste generated by the building industry, if companies that hold waste are not given the opportunity to bring it near their construction sites?

A dense territorial network of collection points as close as possible to worksites is the sine qua non condition for the success of EPR.

Another source of major concern is the vagueness that still reigns around sorting instructions, compliance with which determines the free recovery of waste. No consensus could be found concerning the quantities of other waste accepted in mono-material skips. While some players are pushing for the introduction of binding sorting rules, regardless of the nature of the waste, CAPEB recalls that it is fundamental that collection standards correspond to the operational reality of sorting on construction sites and, in particular , in the case of renovations.

CAPEB had made the proposal to postpone the implementation of the REP BÂTIMENT to January 1, 2024 as part of the Assises du BTP. It would have been wise to study this proposal more closely.
