In parallel with the publication of the guide to health recommendations for the resumption of activity in the construction industry validated by the Ministries of Health and Labor Thursday April 2 (see the OPPBTP website HERE), a ministerial circular distributed to the prefects of the region and the department defines the central role they will play in the coming weeks for the resumption of public works activity.
Conciliation committees will be set up to meet the vital needs of the nation and revive the construction sites
The prefects will be more particularly responsible for coordinating the revival of public works in each department by mobilizing the entire industry : contracting authorities including local authorities of all sizes, manufacturers and players in the distribution sector. A conciliation committee will be set up, in order to provide solutions on a case-by-case basis. This committee will allow all stakeholders in the sector to ask their questions and share their difficulties: implementation of health recommendations, accommodation and catering for professionals, application of labor law.
Their priority will be to first ensure the meeting the vital needs of the nation : proper functioning of public services, transport infrastructure necessary to guarantee flows relating to the food supply of populations, energy distribution ... Secondly, they will contribute to the relaunch of sites whose construction has been interrupted.
The launch of new tenders is essential to ensure the survival of businesses
The Regional Federation of Public Works Auvergne-Rhône-Alpes also alerts all local authorities to the emergency in reactivate the local public procurement chain severely slowed down: at this time, many services are disrupted, even though decisions to take over the worksites are much awaited.
The launch of new invitations to tender is moreover essential to ensure the survival of companies, in particular VSEs / SMEs, in the weeks and months to come.
In this context, the delay in the second round of municipal elections in a certain number of municipalities or the impossibility of installing the municipal councils elected in the first round constitutes an aggravating factor. "Everything must be done to ensure the continuity of the activity of local authorities" underlines Pierre BERGER, President of the FRTP Auvergne-Rhône-Alpes (photo)

Pierre BERGER, President of the FRTP AURA: “Following the publication of the guide, companies are in the process of translating the recommendations in their company in concrete terms both in terms of the behavior to adopt, the new organization of work and the additional equipment to be acquired. The action of the prefects will be decisive in the coming weeks to support us towards the gradual resumption of our activities insofar as we are dependent on many other actors. We also expect local authorities to provide unfailing support during this period, without which many of our businesses will not survive the crisis. "
