Monha responds to the new obligation created by the so-called “Climate and Resilience” law[2]. Entering into force on January 1, 2023, the Housing Information Booklet (CIL) is mandatory for all new housing as well as existing housing that is undergoing renovation work that has a significant impact on their energy performance or a transaction involving a change of ownership.
This 100% digital solution simplifies and digitizes the relationship between the owner and the real estate professional (developer, builder, thermal design office, landlord, notary, real estate agent, craftsman, etc.). In practice, the real estate professional uses Monha to create a CIL on behalf of the owner. It feeds it with the technical documents relating to housing provided for by the Climate and Resilience law, during construction or when carrying out work. Finally, he makes it available to the owner at the time of the performance of the services. In the event of the sale of the property, Monha makes it possible to share these documents between the various interlocutors (purchaser, seller and professionals having access to the CIL).
In addition, Monha allows the owner of the accommodation to deposit and find technical documents relating to his accommodation at any time and to archive them in a secure manner: surface plans and sectional plans of the accommodation, diagrams and descriptions of the water networks and of electricity, work carried out, diagnosis of energy performance, etc. These documents can be integrated into the book progressively by the owners or by the professionals, after prior agreement of the said owners.
For the storage of CIL documents, Monha's technical architecture uses the Digiposte secure safe, operated by Docaposte and hosted in France. Individuals who already have a personal Digiposte digital safe, or wish to open one, can exchange data relating to their accommodation between their safe and the Monha information book.
Frédéric Marcos, strategic project manager for EDF, says: « The EDF group and Docaposte are joining forces to provide real estate professionals and their customers with a secure service which, beyond compliance with the regulations, will allow the monitoring and improvement of the energy performance of housing. ».
Frédéric Dufaux, Deputy CEO of Docaposte, underlines: « the great satisfaction for Docaposte to partner with EDF, with which we share the same ambition to offer a new digital service of confidence to the French, ensuring the highest security and control of their data, while meeting energy challenges. »
