Two and a half months after the launch of the CNR Logement, which opened on November 28, 2022, the time has come for concrete proposals. The FOPH, which took part in the three working groups ("Giving back to the French the power to live", "Reconciling the French with the act of building", and "Housing at the forefront of the energy transition ) took advantage of this major consultation to draw attention to two crucial subjects: the decentralization of housing policies and energy renovation.

Proposals on the decentralization of housing policies
Financing the Housing Organizing Authority (AOH)
As part of the 3DS law, in 2022, FOPH promoted the idea of the Housing Organizing Authority as a tool for decentralizing housing policies. The Federation pleads for dedicated funding for HAE, like the mobility organizing authority and its transport payment.
For Marcel Rogemont: “The FOPH has launched a study with the cabinet 1630 Conseil on the question of a participation of the PEEC (€1,6 billion collected per year) to finance these AOH. This financial proposal does not cost one euro more, it only aims to direct financial flows differently and more effectively. »

Merge the PLH and the PLU for more effective housing policies
The FOPH proposes to merge the local housing program (PLH), a programming document, and the local urban plan (PLU), which grants building rights, in order to ensure true consistency between these documents.
For Anne Voituriez: “This merger would give more freedom to elected officials, who are the players in town planning, and would promote better efficiency of housing policies. It is already authorized by the texts but is not compulsory, and therefore still rarely put into practice. »
Proposals on the role of HLM organizations in the energy transition
MaPrimeRénov' HLM to accelerate efficient rehabilitation of social housing
To be able to speed up renovations, in the same way that the private sector is helped in its renovations, the FOPH offers MaPrimeRénov'HLM.
For Marcel Rogemont: “In 2022, €3,4 billion was spent on MaPrimeRénov'; knowing that HLM represent 17% of main residences, we ask that 17% of these 3,4 billion be paid to us. »
Social landlords at the service of communities and elected officials to meet the needs of the territories
The FOPH proposes to recognize that social landlords, who are at the service of communities and elected officials, can meet the needs of territories beyond the simple question of housing, and play a major role in terms of advice, development, of expertise, development of services and diversification (nursing homes, home ownership, mixed operations, development, senior housing, etc.).
Make the know-how of social landlords available to the private sector to scale up thermal renovation and achieve the 2050 objectives
The Federation proposes to promote legislative guidelines to allow social landlords to intervene on behalf of any syndicate of co-owners in carrying out energy renovation work, and as a third-party financier.

Mon Accompagnateur Rénov' is a trusted third party, for an individual, which allows them to carry out, in confidence, their high-performance or global energy renovation project.
