The CGT warns again about the work overload caused by the declaration of real estate

The CGT Public Finances once again alerted Thursday, July 27 to the campaign to declare real estate to the tax authorities, denouncing an overload of work a few days before the deadline for owners.

The reporting obligation was put in place on January 1 to identify premises exempt from the habituation tax, which was abolished for all main residences in 2023.

On the tax site, each owner must indicate for each of his properties his situation: if it is empty, in what capacity he occupies it himself, or decline the identity of a possible tenant.

But citing "the influx of declarations", the Ministry of the Economy announced at the end of June an additional month to carry out this procedure, which must be done no later than July 31 inclusive.

Despite this delay, "the situation is far from being back to normal", warned the CGT Public Finances in a press release.

"The physical reception, emails and telephone remain much higher than normal and not all taxpayers have declared. The services concerned are still overdue to absorb this additional work which is causing a delay in the processing of other tasks. “, added the second representative organization within the Directorate General of Public Finance (DGFiP).

Questioned by AFP, Frédéric Scalbert, its national secretary, indicated that the tax services in "certain departments still have thousands of emails pending" while "the campaign for income tax notices will begin at the beginning of august".

According to him, "we will be far from 100% (declarations) by July 31".

Contacted by AFP, the DGFiP declined to comment.

The CGT also reported "difficulties (...) in the processing of the files sent" by the large owners, who manage multiple dwellings, for which the campaign to declare real estate continues in August.

The public finance unions had already expressed their dissatisfaction with the "Manage my real estate" (GMBI) campaign at the end of June.

In June, the Director General of Public Finances Jérôme Fournel explained that the response rate from owners was then higher than 50%.

“The implementation is heavy, but once we have done it, after that it will just be deltas to update each year,” he said.
