As a reminder, if the construction companies had accepted the 50% increase of this significant item in their expenses which was to apply on July 1, 2021 (and this despite the fact that it does not exist to date on the market no substitute gear), it was only as a result of the Government's commitments. These commitments *, which could not be implemented by the Government on July 1, 2021, as well as the economic context (shortage and rise in the prices of raw materials, fragile treasuries, uncertainties surrounding this exit from the health crisis), made it necessary to postpone the elimination, for the building and public works sector, of Non-Road Diesel (GNR).
A few weeks before July 1, 2021, our companies were getting impatient and had decided to mobilize from May 28 through strong actions across the country.
The two main points - the creation of a specific construction fuel and the list of machines which must use it obligatorily - are today being called into question! However, the commitments were very explicit in the summary statement of the amendment presented by the Government (attached) and voted:
“Installation of a fuel with a new special non-road construction color from July 1, 2020 ** in order to secure the TICPE agricultural reimbursement application. Any machinery and construction equipment, belonging to anyone, appearing on the list which will be the subject of an order must systematically use the fuel thus colored. "
A list of gear that must use the new fuel
Regarding this list, as agreed with the Ministries of the Economy, Finance and Recovery and Agriculture, the CNATP has attempted several reconciliations with the agricultural world in order to define a pragmatic list but the latter does not want to to hear about it and obviously wishes to keep a fully tax-free fuel for its original Public Works vehicles.
The creation of a specific construction fuel
The Government's commitment made in 2019 to put in place a non-road fuel with a specific color for construction, after the elimination of access to RNG for the sector, cannot be respected on July 1, 2021. Indeed, the The latest hypotheses presented by the Ministry of Ecological Transition show a period necessary for its implementation of nearly 24 months.
The CAPEB and the CNATP ask the public authorities to work already on the implementation of this fuel and the associated list for application on January 1, 2023
