This unique tool, designed in close collaboration with promoters and more than thirty service providers (building insurance brokers, energy suppliers, lift operators, cleaning and maintenance companies for green spaces, etc.) , is now available for promoters as part of the NF Habitat certification, for operations located in Ile-de-France, initially.
Concrete action to inform promoters and their clients about the operating cost of the future residence
"Until now, promoters had no way of knowing future charges, except to ask a partner trustee to carry out this type of estimate based on abacuses or the analysis of similar residences The estimate thus constructed is extremely variable from one program to another, depending on the assumptions made by the trustees on the quality of service provision and the positions to be integrated into it ", explains Edouard-Jean Clouet, President and co-founder of MEILLEURECOPRO.
Many buyers of new housing found themselves in difficulty to be able to meet the payment deadlines, because the cost estimates do not always take into account the specifics of the operation, such as the city's water tariff, the cost of benchmark district heating, mandatory maintenance contracts such as that of the roof, etc.
The calculator developed by the CERQUAL and MEILLEURECOPRO teams for NF HABITAT certification brings the following innovations:
- costs based on actual service provider rates: The tool consults the base of thousands of service provider prices negotiated by MEILLEURECOPRO as part of its activity as a broker of services to condominiums.
- consistency in cost estimates, from one program to another: The calculation algorithms are suitable for any type of operation, from small to large.
- a complete budget, based on very qualitative levels of service: The evaluation takes into account all the items making up the future co-ownership budget - water, energy, trustee fees, upkeep and maintenance costs, etc. -, and considers services capable of meeting the requirements of future occupants : multi-weekly cleaning of common areas, remote meter reading, breakdown of equipment 6 to 7 days a week, insurance of unpaid charges, protection of common areas on delivery, etc.
This tool thus makes it possible to reinforce the promoters in their understanding of the charges to come, and to reassure the purchasers and their banks on the future charges which they will have to face.
According to Antoine Desbarrières, President of CERQUAL Qualitel Certification, "This calculator, which responds to a request from our promoter clients and their buyers, allows us to objectify compliance with the requirements of the NF Habitat certification on the control of charges for new condominiums. It is an effective prerequisite for raising awareness future co-owner on the subject. "
A tool based on the harmonization of provider pricing processes
"In order to create a resolutely innovative tool through its automation and the reliability of its estimates, we very quickly took the path of generating figures based on real service provider prices", says Edouard-Jean Clouet.
"To do this, we conducted dozens of workshops with service providers to understand how they rate a service. This exercise, relatively simple on insurance or energy supply services, turns out clearly more subtle as soon as the services affect the intervention of teams on the residence. Each provider having a different way of rating, we had to define with them the highest common denominator to write our algorithms, then refine the exercise by introducing specifics related to operations or providers " details François Massot, Innovation Director and co-founder at MEILLEURECOPRO.
How does the condominium charges calculator work?
In fact, the property developer has the possibility of connecting via the customer portal of CERQUAL Qualitel Certification to QUALICHARGES which is a dedicated platform developed by MEILLEURECOPRO. It then suffices to fill in operational data relating to the new program, with reference to the building permit and the thermal study.
As soon as the questionnaire is completed, the data is processed by an algorithm which queries the tariffs of the service providers and institutional bodies available.
The budget generated is returned to the promoter in the form of a program sheet, specifying the amount of charge per m² / year, as well as the detail of expenses by item of charges. This budget is based at this stage on an assumption of high service levels. This level will naturally be refined and optimized by the co-owners during their first general meeting according to the choice they will make on their service providers.
