Fraud and poor workmanship are often highlighted in the framework of the EWC system. However, this is not intrinsic to the system: we can collectively fight against it in order to guarantee quality operations.
The 5th period thus tackles this problem head-on. The objective is twofold: to guarantee the quality of the work for the beneficiaries (households, companies, communities ...) and to perpetuate the system of Energy Saving Certificates.
Broadening and strengthening of controls
Initially set up for subsidized operations, the controls make it possible to fight against fraud and poor workmanship by verifying that the work has actually been carried out and by ensuring compliance with the rules of the art thanks to approved control offices and independent.
The 5th period will see the development of control mechanisms for operations carried out within the framework of the EWC system: they will be extended to standardized operations frequently used in different sectors (residential, tertiary, industry, etc.). This widening of the scope of compulsory controls is essential to guarantee quality work in all sectors.
An equally responsible sector
While the administration is developing controls by strengthening regulations, it is not the only one able and required to act to improve the quality of the work carried out under the system.
The sector also has a role to play in developing good practices. First of all, there is an action to be implemented in order to anticipate the increase in the number of checks. If we want to accelerate, we must have a sufficient supply to control the operations carried out within the framework of the device. This will necessarily involve support for controllers in order to gain skills in operations that have hitherto been little or not controlled.
The actors of the EWC system, in particular the obligated and delegated, also have a responsibility to reduce the number of non-compliance. Several actions can be implemented depending on the processes and activities of each of the players. CertiNergy & Solutions has, for example, developed intermediate checks on wall insulation work in order to guarantee the quality of the work and reduce the number of non-conformities checked at the end of the work. These intermediate controls, carried out in partnership with an external control office, are an example of what everyone can put in place to make quality a priority in the 5th period.
