Continuum of operational support solutions, transverse to the two entities, it simultaneously targets the green transition projects of companies and public actors in the territories. This Climate Plan is based on three pillars:
- Accelerate the transition of companies and territories with financial and support solutions,
- Support the development of renewable energies (ENR) and contribute to the growth of international champions,
- Fund and support innovation on a massive scale in "greentechs" and in sustainable and resilient networks to find technological solutions for TEE.
The deployment of the Climate Plan by Bpifrance and the Banque des Territoires reinforces the momentum initiated by the Caisse des Dépôts group following the Paris agreement. The Climate Plan brings together financing and support solutions for local communities and businesses in the regions. The joint action of these two complementary public financial actors will trigger a spillover effect on investment and employment and thus contribute to the recovery.

I. Accelerate the transition of companies and territories with financial and support solutions
Bpifrance and the Banque des Territoires will mobilize € 20 billion to help industrial companies decarbonize, develop green mobility and improve the environmental footprint of buildings in companies and communities in the territories.
€ 14,9 billion will be deployed by Banque des Territoires and Bpifrance, to improve the thermal efficiency of 22 million m2 of business and local authority buildings as well as the renovation of more than 500 social housing units:
- Over the next 5 years, the Banque des Territoires will grant € 10 billion in loans for the renovation, mainly energy, of social housing.
- The thermal renovation of public buildings will benefit from an envelope of € 2 billion in loans from the Banque des Territoires (GPI Ambre loans under improved conditions with in particular a lowering of the rate (Livret A + 0,6%) or an increase in portions that can be paid) and € 500 million in equity, with a focus on school buildings, and supplemented by € 250 million from the PIA [1] for the renovation of universities.
- In order to improve the energy efficiency of the premises in which companies operate, Bpifrance will deploy a real estate leasing offer for an amount of € 1 billion, loans for energy renovation work with a target of € 600 million. € and financing of energy performance contracts for € 150 million, for commercial buildings.
€ 3,5 billion to develop green and resilient mobility, notably with the financing of 11 green vehicles and 000 charging stations
The Banque des Territoires and Bpifrance will combine their efforts in terms of financing, loans or equity, to contribute to the development of soft mobility and alternative modes of energy supply (electric recharging infrastructure) or for the resilience of transport infrastructure in the territories (bridge and rail):
- Bpifrance will offer transport companies conditions for granting “equipment” leasing with a period of 10 years in the event of the purchase of clean vehicles.
- The Banque des Territoires will support its public customers in their investments in electric vehicle charging stations to support the development of this industrial sector, but also in biogas refueling (nearly € 250 million of equity will be dedicated to this, with a target of nearly € 400 million in additional loans for electrical terminals and hydrogen fueling).
- To finance fleets of clean rolling stock (road, river or rail transport, etc.), the Banque des Territoires will also offer its equity support with an overall capacity for action raised to more than € 350 million as well as a target of 300 M € of dedicated loans benefiting from improved loan conditions for sustainable mobility (pricing or quotas).
- In terms of adapting post-Covid mobility, the Banque des Territoires will also finance plans for transforming city roads to meet the challenges of new mobility (cycle paths, sustainable urban logistics, etc.) and will finance the equipment of public transport tools. 'real-time decision support. It will dedicate € 70 million of equity to this objective combining adaptation to the health context and ambitions for sustainability, with a target of € 350 million in dedicated loans.
- The Banque des Territoires will finance investments for sustainable and resilient mobility, according to improved methods, thus participating in the recovery in the territories through the local projects launched. It has set itself a target of € 1,3 billion in loans to finance the acceleration of works for the sustainability and resilience of infrastructure in the regions (particularly in terms of rail regeneration on certain axes within the framework of the dedicated government plan or further renovation of road structures and ports). More generally, and in addition, the Banque des Territoires aims to invest € 200 million in equity in regional and local infrastructure projects, to streamline and optimize flows and thus participate in the ambition to reduce the footprint overall.
€ 1,5 billion mobilized for the decarbonisation of more than 1300 industrial companies
Bpifrance and the Banque des Territoires will mobilize their full range of financing, and support tools, to help decarbonise industrial companies.
- Bpifrance will offer industrial companies the Green Loan, to the tune of € 1,5 billion via an unsecured loan mechanism aimed at SMEs and mid-cap companies that invest to improve the environmental performance of their industrial process or their products, in particular through programs following support measures in partnership with ADEME, centered on TEE. In addition, the Energy Savings loan of € 350 million will finance, via an unsecured loan, operations eligible for the Energy Saving Certificate in the “Industry” and “Tertiary buildings” sectors.
- The Banque des Territoires will mobilize € 250 million of equity to invest in assets necessary for the ecological and energy transition of industrialists: production of renewable and local energy by these industrialists (biomass plant, production of heat, cold, green hydrogen …) Or recycling of their waste.
Bpifrance completes its range of support systems, with tools dedicated to companies wishing to initiate or accelerate their ecological and environmental transition:
- The Climatometer, as a first approach: an online self-diagnosis that allows the company to establish a first inventory of its ecological footprint.
- The “Diag Eco Flux”, in partnership with ADEME, as a more intensive system to establish a photograph of the flows of raw materials, water, energy and waste in order to identify energy savings avenues to reduce the impact environmental impact.
- The creation, in partnership with ADEME, of two new Business Accelerators. One aimed at companies "offering solutions" to the green transition, and the other aimed at bringing together companies leading an ambitious transition project in their production mode.
- The creation of the green VTE (Volontariat Territorial en Entreprise) for young graduates or apprentices, looking for a first professional experience centered on green transition projects within SMEs and ETIs. The green VTE will allow 1000 students and young graduates to get involved in French SMEs and mid-caps to carry out transformation projects related to their specialty.
The Banque des Territoires will support 2 projects or communities through the sharing of best practices (in collaboration with ADEME), support in the engineering of the City Core and Small Towns of Tomorrow territories as well as Priority City Districts, intermediation European funding and specific support for fragile territories.
II. Double funding dedicated to renewable energies and contribute to the growth of international champions
€ 14,5 billion will be deployed for the growth of renewable energy developers (ENR) with an objective of 8,8 GW of installed capacity, in France and for export, and support for the sectors necessary for innovation in this domain :
- The Banque des Territoires invests in renewable energy production to the tune of € 900 million in infrastructure investments over 5 years, including € 40 million for the production of green hydrogen in the regions.
Bpifrance has developed a continuum of financing, investment and advisory support to boost the growth of companies in the sector from 2020 to 2024:
- Bpifrance's historic activity on co-financing[1] of ENR will be doubled and completed with the creation of a specific offer for the pre-financing of projects for a total of € 12,7 billion over the period.
- Bpifrance will renew its investment fund dedicated to renewable energy developers (Fonds France Investissement Energie Environnement - FIEE) in the amount of € 150 million. ENR developers will also be able to apply for export credits to finance their internationalization out of a target envelope of € 275 million by 2024.
- Bpifrance will support the structuring of the Biogas sector with an envelope of € 350 million in loans, financed by the Ministry of Agriculture and ADEME.
- In addition, Bpifrance will make all the Bpifrance Support systems available to companies., in particular consulting assignments and the possibility of joining the TEE accelerator, in partnership with ADEME, as well as the transversal accelerators.
- Finally, the financing of technical solutions aimed at the self-consumption of communities and businesses will also benefit from financing of up to € 100 million in loans.
III. Massively finance innovation in “greentechs” and sustainable and resilient networks to find technological solutions for TEE
France has all the assets necessary to create an ecosystem of solution providers and become one of the world leaders in the field: quality public and private research in the sectors concerned, large leading groups at the global level, dynamic entrepreneurial community, funds increasingly powerful venture capital and significant public funding.
To contribute to this dynamic, Bpifrance and Banque Territoires will deploy € 5 billion:
€ 2,5 billion mobilized by Bpifrance to support the emergence and growth of “greentechs” (ie any solution, mainly technological, to fight against global warming, water, air and soil pollution and contributing to the preservation of natural resources). Nearly 9 projects led by “greentechs” will thus be supported, in particular via a continuum of reinforced funding at all stages of their development:
- Doubling of aid for innovation from Bpifrance, which goes from € 150 million per year in 2019 to € 300 million per year from 2021. They will finance more “greentechs” and help them to take often more capital-intensive stages of their development.
- Bpifrance will also double its investments in venture capital (more than € 300 million in equity capital injected) and double its loans without innovation guarantee intended for “greentechs”. These will represent € 600 million in funding over the period.
- € 300 million will be managed by Bpifrance to private funds, to create new investment vehicles capable of supporting the rise of providers of solutions promoting EIT.
€ 3 billion in support for sectors and innovative mechanisms for the sustainable and resilient development of territories will be committed by the Banque des Territoires
The Banque des Territoires makes a strong commitment to local innovative systems contributing to the emergence of new models for the preservation of the environment and biodiversity. In concrete terms, nearly € 2,8 billion in loans and € 200 million in equity are planned over the period 2020-2024 to finance:
- the renovation of water and sanitation networks with Aqua Prêt,
- waste treatment,
- heating networks,
- land portage, which if necessary would allow in particular the recycling of surfaces, for example within the framework of large operations of national interest, thus avoiding additional artificialization,
- the preservation of biodiversity, for example for the promotion of Natural Compensation Sites.
