The 264 winners of the 3rd edition of wasteland funds revealed

Launched in February 2022, the 3rd edition of the wasteland fund aims to continue financing wasteland recycling operations and the transformation of already artificialized land, in line with the ambitions of the Climate and Resilience law on the absence of any net artificialization of soils in 2050 and the reduction by two of the consumption of natural, agricultural and forest areas by 2032.

As part of the France Relance plan, the Government has deployed an exceptional fund to finance wasteland recycling operations. Indeed, the reconquest of wasteland is a major challenge for sustainable development of territories to meet the cross objectives of controlling urban sprawl, urban revitalization and, consequently, limiting the consumption of natural, agricultural and forest areas. .

The envelope dedicated to this fund initially amounted to €300 million and was supplemented for the first time by €350 million in May 2021, then by an additional €100 million in January 2022 given the very great success of the first two editions and the needs expressed by the territories. The first two editions of the wasteland fund have indeed made it possible to finance 1.118 projects for €650 million, which will make it possible to recycle approximately 2.700 ha of wasteland and generate nearly 5.700.000 m² of housing surface area (including a third of social housing), plus 4.100.000 m² of commercial space (offices, shops, industry, etc.) and more than 3.900.000 m² of public facilities.

The 3rd edition of the wasteland fund was launched on February 15, 2022 by ADEME (for polluted industrial and mining wasteland) and the regional prefects (for other wasteland of all kinds).

This 3rd edition generated 1.210 applications for €431 million in grants requested. The regional Prefects and ADEME selected 264 winners, including 4 joint applications for €121 million in grants awarded after redeployment of credits from the first editions.

These winners contribute to recycling nearly 675 ha of wasteland, and to generating around 1 million m² of housing - of which nearly 50% will be social housing -, 179.000 m² of public facilities and 750.000 m² of surface economic, including nearly 200.000 m² of industrial space.

Nearly 40% of the winning projects are registered in the "Small towns of tomorrow" or "Action heart of the city" schemes. These achievements will also demonstrate a great ambition for environmental quality through labels or certifications in this sense.

The modalities for the sustainability of the wasteland fund, announced by the President of the Republic, will be debated within the framework of the finance bill for 2023. The Prime Minister announced on June 14 the creation of an additional fund dedicated to the renaturation of cities and endowed with €500 million.
