This 2023 budget initiates an increase in France's resources (+9%) before the implementation of the roadmap in terms of ecological planning within the framework of "France green nation".
The budget of the Ministry of Ecological Transition and Territorial Cohesion will make it possible to:
- Accelerating the ecological transition in the territories: for 2023 is setting up an unprecedented green fund, endowed with €2,0 billion, which will make it possible to carry out the ecological transition in, by and for the territories, by supporting local authority projects in terms of renovation of public buildings, renaturation of cities or prevention of natural risks (floods, fires, etc.);
- Invest in transport by giving priority to the regeneration of the rail network and the development of daily transport. A new bicycle plan will be financed to the tune of €250 million in 2023 and an exceptional envelope of €300 million is planned to support the authorities organizing mobility (AOM) in 2023, including €200 million for transport in the Ile-de-France region;
- Continue the energy renovation of housing by increasing the financial and human resources of the National Housing Agency (+€0,5 billion) and a budget dedicated to the renovation of thermal strainers for social landlords (€0,2 billion ); MaPrimeRénov', a great success of the previous five-year period, is made permanent up to €2,5 billion in credits from the Ministry of Energy Transition;
- Sanctuarize the resources of the water agencies (€2,2 billion) to ensure better management of the resource and better prevent crises; an exceptional envelope of €100 million will be mobilized from the budget of the water agencies with a view to better preventing episodes of drought;
- Strengthen the circular economy, with an additional envelope of €90 million from Ademe's budget for the collection of bio-waste, i.e. a doubling of the circular economy fund (€300 million in 2023).
- Fund the national biodiversity strategy to the tune of €150 million in 2023, to reduce pressure on biodiversity, protect and restore ecosystems.
The 2023 budget guarantees the cohesion of our territories by supporting local authorities in the context of rising energy prices. The DGF will increase for the first time in 13 years (+€320 million), which will make it possible to preserve the allocation of more than 80% of local authorities. A tariff shield benefiting nearly 28000 municipalities and an "electricity buffer" have been put in place to reduce the electricity bill of local authorities. The safety net system put in place in 2022 has been strengthened and renewed in 2023 to provide targeted assistance to communities that need it the most to meet their energy bills, whether for gas or electricity. electricity. In total, the Government allows 100% of local authorities to benefit from State support through an unprecedented €5 billion effort in the face of this exceptional situation.
After more than twenty years of decline, the budget for 2023 marks the end of job cuts for the ministry, and over the entire duration of the five-year term. The staff of the ministry will even increase in 2023 (+ 45 FTE), a sign of the mobilization of the State for the achievement of the objectives in terms of ecological transition.

For Olivier Klein, Minister Delegate in charge of Cities and Housing: “The 2023 budget reinforces the ambition of a residential course adapted to everyone's needs, from integration through housing to aging well at home, in all territories, and in particular urban policy districts. It makes it possible to continue the effort in terms of energy renovation with the presidential objective of 700.000 renovations per year. Finally, it is an unprecedented budget for emergency accommodation with 198.000 places and the ambition to support the most fragile towards sustainable housing thanks to the second five-year plan, housing first. »
