The subject is one of the sticking points of the renewable energy acceleration bill, under debate in the Assembly.
The Minister for Energy Transition Agnès Pannier-Runacher explained to the deputies that she had signed a "fairly precise" circular, intended for the architects of the buildings of France (ABF) to "frame the way of instructing these projects", in particular in terms of photovoltaic panels.
"We have an objective of deploying renewable energies and it is reconcilable with a certain number of precautions, with the protection of heritage", she assured about this circular that she "just signed" with the Minister of Culture Rima Abdul-Malak.
The deputies voted for a "balance" amendment by the deputy of the presidential camp Bastien Marchive. It maintains "the assent of the ABF on architectural projects in protected areas" while "integrating the objectives of development of renewable energies and energy renovation of buildings into the criteria that they must take into account when drafting their opinions" .
Agnès Pannier-Runacher supported him by evoking his circular to "guide the work" of the architects of the buildings of France and "that they take into account the evolution of technologies, such as solar tiles".
Macronist rapporteur Pierre Cazeneuve regretted that a "certain number of ABFs" still hold "a somewhat dogmatic position on the subject and block a significant number" of "photovoltaic roofing" projects.
The amendment was adopted in a consensual atmosphere.
During the rest of the debates, the presidential camp was however beaten with two rebellious amendments aimed at facilitating referral to the National Commission for Public Debate (CNDP) on renewable energy (EnR) projects, for a "consultation" with the citizens.
In the morning, the Assembly also voted to integrate into this text dedicated to EnR the "recovery of waste", a "deposit of useful energy" according to the macronist deputy Danielle Brulebois.
LFI, environmentalists and an elected Liot spoke out against it, stressing that the waste did not come under renewable energies and that such a measure could encourage the production of waste and the development of incinerators.
The deputies also adopted earlier an LFI measure to extend the “urban right of pre-emption” of communities in the renewable energy acceleration zones provided for by this text of law.
The government could go back on it because it made a mistake in giving its opinion. He confused this amendment with another, tabled by the socialist Dominique Potier and also adopted, wanting to make economic activity zones (ZAC) priority zones for the development of renewable energies.
