In order to contribute to the massification of global renovation works, the finance law for 2022 has improved the characteristics of the eco-PTZ "global energy performance".
The work undertaken to simplify the customer process for requesting a zero-interest eco-loan (eco-PTZ) is continuing, with the aim of completing it in the last quarter. Lastly, the renovation advance loan (PAR), which has been operational since mid-February, supplements existing aid and financing instruments for households that experience the most difficulty in accessing conventional bank credit.
Simplification of the request for an eco-PTZ
As an extension of the provisions taken in the finance law for 2022, the ministries of housing and the economy, finance and recovery, the banking sector, Anah and the Company for the management of financing and the guarantee of the social access to property (SGFGAS) are also continuing their work to simplify the application process for an eco-PTZ by the last quarter of 2022.
The planned changes will allow households wishing to carry out energy renovation work eligible for MaPrimeRénov' aid to benefit much more simply from an eco-PTZ to finance their remaining costs. To date, the applicant for an eco-PTZ must provide several supporting documents to his bank (forms signed by the companies carrying out the work, invoices and estimates) identical to those checked by Anah for the granting of MaPrimeRénov'. The new investigation process will make it possible to pool these verifications, to the benefit of a reduction in the file to be transmitted by the applicant to his bank.
This system is part of the Government's desire to massify energy renovation by facilitating the financing of the rest to be borne by households. Several banks work to distribute this product: Crédit Agricole, La Banque Postale, Banques Populaires, Caisses d'Epargne, Crédit Mutuel and CIC.
The renovation advance loan
The Climate and Resilience law has created the conditions for the deployment of a system complementary to existing aid to finance the remainder of the energy renovation work carried out by professionals recognized as guarantors of the environment, for dwellings occupied as their main residence. . Distributed under the name of “renovation advance loan”, this loan makes it possible to defer the repayment of the capital borrowed from the transfer, that is to say during the sale of the dwelling or within the framework of an inheritance.
This loan is intended primarily for people who could not borrow under conventional conditions, in particular the elderly and households with modest and very modest incomes. In addition, to promote the deployment of the system and support the massification of energy renovation works, the Climate and Resilience Law allows the guarantee fund for energy renovation (FGRE) to cover up to 75% of the risk of overall credit losses granted to households on a means-tested basis.
Following the publication of the latest necessary regulatory texts, the “renovation advance loan” has been fully operational since February. Three banks, La Banque Postale, Crédit Mutuel and CIC, have already started rolling it out in their networks. Crédit Agricole, Banques Populaires and Caisses d'Epargne are also working to distribute this product in the coming months.
