Resulting from its Artisans Workshop organized last December, this report presents feedback from several artisans on the use of financial aid for energy renovation. What do they think? What are the main difficulties encountered in the field? What solutions and areas for improvement would they prioritize? Focus on the main testimonials and proposals, which will allow OSCAR to develop new tools for a better understanding of these aids.
Financial aid for energy renovation: understand them better to use them better
To reduce the impact of energy consumption in the building sector, the public authorities have launched various schemes, including one on financial aid for renovation (CEE, Ma Prime Rénov' - MPR, etc.).
Craftsmen and renovation professionals are on the front line when talking about these aids to their customers. How can they be helped to better understand these systems in order to integrate them into their energy renovation operations? This is the challenge of the OSCAR program dedicated to the optimization and simplification of this financial aid.
Last December, a Workshop was organized by OSCAR, with a group of craftsmen and managers of craft building companies, in the presence of representatives of the Ministry of Energy Transition and professional organisations, the FFB and the CAPEB.

Some of the players were already offering financial aid to their clients and others had stopped doing so, judging them too complex. Via a participatory method, the challenge of this exchange was to prioritize the problems raised at each stage of the project (before, during and after), to identify areas for simplification and to formulate solutions together.
Problems and obstacles: what findings? 2 questions during this 1st sequence:
- What words come to mind when you talk about the CEE scheme? The vast majority of qualifiers are rather negative with the word "complexity" (cited 5 times), which comes first. The craftsmen also consider the device as “tiring, stressful, exhausting” but also as “business generator” and “simplifiable”.
- Can you sequence the procedure for setting up a CEE file? The different stages of a file are well identified and the difficulties encountered arise before and after the work, when filing the administrative file.
The main difficulties encountered by craftsmen: 3 types of difficulties are raised during this sequence:
- Informative and regulatory problems (difficulty of cohabitation between CEE and MPR, etc.);
- Administrative problems (lack of flexibility in the procedure for setting up the file, which makes adaptation to the site impossible, etc.);
- Problems related to control (level of skills differ between the different inspectors, etc.).
"Between Ma Prime Rénov' and CEE, the things requested are not identical, we no longer know how to write the quotes, or we have to do the work twice", expresses a craftsman present.
The solutions mentioned: the craftsmen were invited to present avenues for improvement. These are mainly oriented towards:
- The accessibility of information and administrative procedures (rapid and clear dissemination of information relating to the systems and their development, etc.);
- A clearer inventory of technical information (provision of an exhaustive list of all materials/equipment eligible for ESCs);
- Simplification of administrative procedures (creation of a single CEE and MPR portal, etc.);
- Harmonization and simplification of control (coordination of stakeholders, etc.);
- Alleviation of the financial burden for craftsmen (simplification of the process, etc.).
These proposals will thus become a red thread for the OSCAR program and its partners, with a view to proposing concrete and appropriate simplification solutions.
