Sharp drop in training entries under the CPF in 2023

The CPF allows employees to access their training rights. Since its reform in 2019, the account, accessible via the Moncompteformation application, is credited in euros and no longer in hours. It is supplemented by 500 euros each year with a ceiling of 5.000 euros.

The Dares survey reports 1.335.900 training courses followed within the framework of the CPF in 2023. This is “more than 500.000 entries” less compared to 2022.

This reduction is notably linked to the strengthening of security with registration via France Connect since the end of 2022, which has led to “a reduction in CPF fraud based on identity theft”. Added to this are regulatory actions with the suppression of certain non-certified organizations, the suppression of fraudulent training or even the ban on unsolicited commercial prospecting, according to the statistical service of the Ministry of Labor.

The study notes that the decline is more marked among users with a diploma level below the baccalaureate. The number of entrants thus decreases by 38% for these CPF users, compared to 23% for the others.

The share of job seekers is “fairly stable”, around 30% of CPF users, in 2022 as in 2023.

And for the fifth consecutive year, the field of transport brings together the most entries: it represents 34% of training started in 2023. Preparation for a category B driving license has been the most followed training since 2020 (23% of entries in 2023).

The transport sector is experiencing a limited decline (-4%), while training in business creation, office automation and languages ​​is down very sharply (more than 40%), the study indicates.

A tenth of CPF training courses are partly financed by the person trained, their rights not being sufficient to cover the cost of the training.

Since last May, the user of a CPF has been obliged to pay the lump sum of 100 euros to benefit from training. Job seekers, in particular, are exempt.
