SFEC, PPE, SNBC, PNACC: strategic consultations for an ambitious energy and climate transition

Submitted for consultation last winter, the SERCE had in its contribution placed emphasis on the means implemented to ensure the reduction of energy consumption, the increase in the production of decarbonized energy, the adaptation of electricity networks, security of supply and the preservation of purchasing power and competitiveness.

A year later and thanks to a renewal of Parliament and the Government, the latter is moving to the next stage by extending the consultation to the Multiannual Energy Programming (PPE), the National Low Carbon Strategy (SNBC) and the National Climate Change Adaptation Plan (PNACC).

This consultation is open to all citizens but pays particular attention to professional organizations that will submit an "actor's notebook" to summarize their position in relation to the elements presented. The SERCE is therefore currently drafting its response, which should be submitted by mid-December.

Without revealing its conclusions in advance, each of the documents deals with themes closely linked to the activities of SERCE companies:

• PPE: improving energy efficiency and reducing fossil fuel consumption; developing the use of renewable and recovered energy; optimizing the electrical system and developing networks; competitiveness of energy prices; mobilizing territories in ecological planning
• SNBC: acceleration of action and broadening of decarbonization objectives; variations of the first sectoral orientations (transport, industry, construction, energy production and transformation).
• PNACC: resilience of transport and mobility, the energy system, electronic communication services; issues of adaptation to climate change in the renovation of the state's real estate portfolio; mobilization of public orders in the service of adaptation

Although these consultations are an interesting pooling exercise, they must nevertheless be translated concretely into the normative and financial fields.

The transcription of the SFEC into law is a thorny issue, since it was abandoned by the previous government despite its mandatory nature (it should have been adopted on July 1, 2023). However, the adoption of an Energy Climate Programming Law (LPEC) would send a strong signal to society and the markets on the country's strategic vision on energy and climate issues. However, the fragmentation of political forces in the National Assembly and the instability of the Government make any consensus on the subject at least difficult.

Finally, the synthesis of the consultations will only be of interest if it leads the Government, in the absence of Parliament, to decide on the country's strategic choices in terms of electrification, reduction of consumption and decarbonization. This would in particular make it possible to stimulate investment in the technologies chosen to successfully carry out the energy transition, by placing it outside of political hazards (as the nuclear program had been in the 70s).
