Several professional organizations recall the urgency of initiating a renovation of mountain leisure properties

The subject of the rehabilitation of leisure real estate in the mountains is neither unknown nor new. Mountain stakeholders have been working on this subject for nearly 20 years in conjunction with the State. Unfortunately no effective device has been implemented for the moment despite several experiments carried out in particular by Atout France.

Very recently, the subject was revived in parallel with the establishment by the Government of a working group on the attrition of main residences in tourist areas.

This phenomenon of aging of the real estate of leisures in mountain is related to the period of realization of these residences, built for the main part in the years 70-80. All tourist areas are concerned.

The climate and resilience law had excluded from the “energy sieve” system furnished tourist accommodation whose rental period did not exceed 120 days per year. The reason given by the Government was that renting on an ad hoc basis does not put its tenant in a situation of fuel poverty, while indicating that it is very attentive to maintaining a balanced rental offer throughout the territory, particularly in tense areas. and sectors affected by strong tourist activity.

However, the Government of Elisabeth BORNE has just announced its wish to include these tourist rentals in the “energy strainers” system. If the will of all, and in particular of the actors of the mountain, is indeed to quickly renovate these accommodations, a uniform application of the device, in urban zone as in tourist zone, would have particularly strong consequences for the tourist territories including the mountain.

Indeed, the implementation of this system would de facto remove a very large number of properties from the rental market, market and non-market offers, for several years. It is indeed physically impossible to carry out a large-scale renovation over a short period of time. Tourist territories will therefore be very strongly penalized by this drastic reduction in accommodation, with significant consequences on the economy, employment and therefore indirectly on the local population.

In order not to weaken the tourism sector a little more, it is therefore necessary to carry out this upgrading of accommodation by adapting the system to the specific functioning of these tourist territories.
