Responsible housing seeks enterprising policies

Faced with the materials crisis, the financial and economic situation of homebuilders and real estate developers remains healthy overall and the insolvencies recorded since the beginning of the year remain, for the time being, contained. However, the balance is proving to be fragile and it is essential that real solidarity between the sector takes shape, from upstream to downstream. The price shock is in fact such that the situation is becoming untenable for the poorest households, who are more and more excluded from access to credit under the triple effect of the increase in borrowing rates, a legal rate of wear and tear which is overtaken by the constraints imposed by the High Council for Financial Stability (HSCF).

In the short term, several measures are necessary: ​​freezing of late penalties in CCMI and in VEFA (as during the first confinement in 2020), support for the cash flow of companies, taking into account the evolution of the BT01 between the signing of the contract and the opening of the site, relaxation of the conditions for granting real estate loans and revision of the formula for calculating the wear rate.

This situation amplifies the structural problems from which housing has suffered for many years. Supply shock and simplification shock did not occur. Conversely, regulatory requirements and constraints, both national and local, have accumulated, while support systems for new housing have continued to be weakened. As a result, sales of new homes are falling dangerously.

To build a pragmatic and enterprising housing policy that meets needs, the Pôle Habitat FFB proposes as a priority to support home ownership without territorial discrimination, to compensate for the additional costs of the RE2020, to create a universal status for private landlords, to speed up the processing of appeals against refusals and withdrawals of building permits, and to reconcile the Net Zero Artificialisation of soils with the development needs of the territories.
