Rent control led to an average decrease of 3% in Paris in the second half of 2019

This measure was reintroduced in Paris in July 2019 and had "an undeniable, but limited, effect of tightening rents for reletting unfurnished housing around the legal range", according to the Observatory of rents for the Paris agglomeration ( Olap).

The rent framework has been in effect since 2015 in the capital but was suspended for more than a year around 2018. The re-rental rent is the rent applied to the new tenant after the departure of the previous tenant.

In the first half of 2019, re-letting rents above the ceiling had increased by 2,6% with an average overrun of 12% of the rent excluding charges, or 168 euros per month, for more than a quarter of housing, according to Olap .

From July, the return of management resulted in "an average decrease of 3% in re-rental rents initially higher than the rent of the former tenant".

The share of overruns was "28% of relocations" or "a little more than during the previous management period (26% in 2015, 23% in 2016 and 21% in 2017)", specifies the Observatory.

They concerned in particular dwellings of less than 20 m², where they represented seven cases out of ten.
