It is now renewed by all of its partners, key players in building and architecture, the environment, training and education: ministries, institutions and professional organisations. The new FEEBAT agreement extends until December 31, 2025, in line with the 5th period of the CEE in force since January 1.
The FEEBAT 2022-2025 program is structured around 3 axes: initial training, continuing education and in-depth integration of the program into the national ecosystem. It will thus be a question of amplifying the actions already undertaken, while developing new ones.
The energy renovation of buildings, a national priority, at the heart of the FEEBAT program
To meet the objectives and commitments to reduce energy consumption and greenhouse gas emissions, reaffirmed in the Climate & Resilience law of August 22, 2021, the renovation of buildings is crucial. It is a question of renovating efficiently, massively and at a controlled cost, while fighting against fuel poverty and contributing to strengthening France's energy independence.
To do this, supporting the upskilling of all professionals in the sector, to adapt their knowledge, know-how and interpersonal skills to the efficient energy renovation of buildings, is essential. This is what FEEBAT is all about: a national program designing resources, modules and training courses dedicated to energy renovation, aimed at building and architecture professionals, but also teachers and trainers, for the training of future professionals.
Based on innovative and proven pedagogical methods, allowing to benefit from a total or partial support of the training within the framework of the CEE, and, for continuing education, to access official recognition signs, the FEEBAT program provides answers to training issues.
FEEBAT, a renewed program until December 31, 2025
The FEEBAT program was renewed by decree published in the Official Journal of March 4, 20221. A renewal formalized by a new implementation agreement, running from July 1, 2022 to December 31, 2025, organized around 3 axes:
- Axis 1 – Initial training:
- Finalize the design and deploy the modules and training courses already designed, throughout the territory (mainland and overseas), to teachers and trainers of National Education, apprenticeship training organizations and schools of architecture ;
- Train them so that they in turn use and deploy these educational resources to their pupils, apprentices and students.
- Axis 2 – Continuing education:
- Bringing to life the training modules already designed and designing new ones, in line with regulatory changes;
- Support the deployment of training by covering educational costs and possible alternative financing methods.
- Axis 3 – In-depth integration of the program internally and in the national ecosystem:
- Ensure consistency and pooling of all productions and actions carried out under the program;
- Develop synergies with related players and/or programs, in connection with initial and/or continuing training in the building sector.
The governance of FEEBAT is changing with this new agreement: the ATEE becomes the pilot carrier of the program, and more specifically the carrier of axes 2 and 3. The AQC becomes an associated carrier, and carrier of axis 1.
The FEEBAT program is endowed with overall funding of €42 million provided by EDF, SIPLEC and Distridyn. Continuing training for building companies and craftsmen benefits from greater support, with 40% reimbursement for training courses started from July 2022 (versus 30% for the 2018-2022 program), supplementing the usual support from FEEBAT's partner training funding organisations.
