Regulatory texts to accelerate the deployment of renewable energies

The government, which wants to accelerate the deployment of renewable energies this summer, has prepared several regulatory measures to be implemented by the end of July, pending a broader bill for the start of the school year, we learned. Tuesday, July 12 with the Ministry of Energy Transition.

Two "packages of measures", one for electric renewable energies (wind and above all solar) and another for gas renewable energies, are "virtually ready" and must be "published in July or in any case communicated to the actors in a precise manner "at this time.

Regarding electricity projects, three regulatory texts are in the pipeline, to circumvent the difficulties arising from the health crisis and the sudden recovery of the economy last year, and to deal with inflation.

A first text must allow projects submitted to the tariff windows, "thus the smallest projects, to provide for a small indexation clause on a mixture of work cost indices, which makes it possible to ensure that we take into account of this price increase," according to the ministry.

For projects subject to calls for tenders, "they will be able to promote themselves on the markets" after the commissioning of the site "and therefore earn a little more remuneration than what they would receive in the call for tenders. bids and in doing so, compensate for the additional cost of the work".

A final block must allow "simplification around photovoltaic roofing".

Today, many authorized projects cannot start work because they have become too unprofitable due to inflation.

Some "6 to 7 GW of solar projects and 5 to 6 GW of wind projects, all already authorized", are potentially affected by these measures, according to the sector cited by the ministry.

The government thus hopes that a "maximum of renewable projects will be finalized for this winter", which promises to be tense due to the energy crisis, accentuated by the war in Ukraine.

Concerning methanizers, which produce renewable gas, the measure must allow the realization of projects which have experienced delays in work, "in particular because of the Covid and supply tensions in the construction industry in 2021", by providing by extending " a little" the deadlines for carrying out the projects so far imposed by the specifications of the call for tenders.

Finally, a more technical text must come to specify the possibilities in terms of intercultures valued in anaerobic digestion.
