The new comers
Surprise of this reshuffle: Aurélien Rousseau, the former chief of staff of Elisabeth Borne at Matignon, takes the head of the Ministry of Health.
This appointment marks a double victory for the Prime Minister: that of imposing a loved one on this strategic function, Health being marked as one of the priority subjects of the five-year term, but also of having been able to convince the President of the Republic to separate from the former holder of the post, the emergency physician François Braun.
The government "adjustment" also gives pride of place to elected officials, without drawing on new figures from civil society.
Renaissance MP Aurore Bergé replaces Jean-Christophe Combe at the Ministry of Solidarity; the MoDem MP Philippe Vigier obtains the Overseas portfolio in place of Jean-François Carenco; the Renaissance deputy Thomas Cazenave recovers the Public Accounts.
The Renaissance deputy Sabrina Agresti-Roubache and the mayor of Dunkirk, Patrice Vergriete, are respectively appointed to the City and to Housing, attributions which until then fell to Olivier Klein, who is leaving the government.
Prisca Thevenot, until then spokesperson for the Renaissance deputies, takes over the Secretary of State in charge of the Universal National Service.
MP Fadila Khattabi replaces Geneviève Darrieussecq for Persons with Disabilities.
The promoted
Already the youngest of the government, now the youngest Minister of National Education of the Fifth Republic: Gabriel Attal appears as the major of this new promotion, and continues a rise started in 2018 with a modest State Secretariat for Youth, before the spokesperson then the Public Accounts.
Whoever finds himself at the head of the largest state budget also escapes an announced headache: the examination of the 2024 budget this fall in Parliament, promised electric, which his successor Thomas Cazenave will have to rub shoulders with.
musical chairs
Sarah El Haïry, who leaves the SNU file to Prisca Thevenot, recovers the Biodiversity portfolio which until then belonged to Bérangère Couillard.
The latter takes over Gender Equality, in place of Isabelle Rome, disembarked from the government.
The unbreakable pillars
Eric Dupond-Moretti in Justice, Bruno Le Maire in the Economy, Gérald Darmanin in the Interior, Olivier Dussopt in Labour... The government heavyweights remain in place and in office, as do Christophe Béchu in Ecological Transition, Sébastien Lecornu in the Armed Forces, Catherine Colonna in Foreign Affairs, Rima Abdul-Malak in Culture, Marc Fesneau in Agriculture or Clément Beaune in Transport.
Last hour drafts
Several personalities once announced as leaving finally survived this reshuffle that Emmanuel Macron wanted to circumscribe, when his Prime Minister pleaded for a more marked regenerative breath.
Thus, Olivier Véran is still in charge of the spokesperson, Franck Riester retains Relations with Parliament and Agnès Firmin Le Bodo remains in charge of Territorial Organization and Health Professions. Similarly, Sonia Backès remains in Citizenship.
The starters
In addition to Pap Ndiaye, François Braun, Jean-François Carenco, Jean-Christophe Combe, Olivier Klein, Isabelle Rome and Geneviève Darrieussecq, Marlène Schiappa is also leaving the government, after six years of executive functions.
The one who had taken the head of the State Secretariat in charge of the Social and Solidarity Economy and Community Life, who claimed to be a "free electron", pays in particular for her contested management of the Marianne Fund.
Parity
The new government respects the balance: 41 members, 21 women and 20 men.
