On the occasion of a trip to Saint Germain en Laye (78) to visit the construction site of a condominium undergoing energy renovation, Emmanuelle WARGON, Minister Delegate to the Minister of Ecological Transition, in charge of Housing, Jean- Marc TORROLLION, president of FNAIM, Danielle DUBRAC, president of UNIS and Jean-Michel CAMIZON, president of Plurience signed a commitment protocol to support 50.000 condominiums in their energy renovation within three years.
A strong partnership commitment between the State and professional organizations
The new priority given to the energy renovation of condominiums obliges professionals, who are determined to assume a societal role in the conduct of an ambitious energy renovation. It is the meaning of the protocol signed today to enhance the reciprocal commitment of the State and FNAIM, UNIS and Plurience.
The three organizations, which bring together almost all the professional trustees, are committed to voting and launching the energy renovation of 50 condominiums over the next three years. To do this, they will continue their awareness-raising, communication and training actions with regard to their members, so as to aim at training all the condominium managers. Actions to identify and target the most energy-consuming condominiums will also be encouraged to promote the renovation of buildings that consume the most energy.
Echoing this proactive action by professionals, the Government undertakes to create the conditions for success in favor of energy renovation by putting in place adequate aid and support for tools promoting the decision to renovate condominiums.

The protocol is signed for a period of three with regular milestones which will make it possible to adjust the actions of public authorities and professional organizations.

Co-ownership, a specific sector of renovation policy
Condominiums are an important and specific target of the renovation policy. In France, there are around 740 condominiums which include more than 000 million dwellings, or nearly a third of the residential stock. In addition, the mechanics and dynamics of the renovation work in condominiums obey very different issues of the stock of single-family homes: information and awareness of the co-owners, decision rules, type and amount of work, etc.
This is why specific actions have already been taken by the Government to support this particular sector, in particular by strengthening the financing of joint-ownership works and by simplifying the renovation process.
Since January, MaPrimeRénov 'has been extended to condominiums with the specific help of MaPrimeRénov' Condominiums, issued to the syndicate of co-owners and subject to a minimum energy gain of 35%. This aid, paid to the collective of co-owners, responds to a strong demand from real estate professionals. Aid can be combined with individual aid for low-income and very low-income households occupying their homes. In addition, in 2021, MaPrimeRénov 'will be open to landlords to finance work in private areas.
From March 1 until the end of April, a communication campaign promoting MaPrimeRénov 'Copropriérations has been deployed with the general public, union councils and property managers. Echoing this campaign, the professional organizations that signed the commitment protocol have already launched educational actions on this new aid for their members.
To simplify the process of energy renovation in co-ownership, the Government is supporting in the bill on the fight against climate change and strengthening resilience in the face of its effects, the establishment of a multi-year systematic work plan. This plan will allow co-owners to anticipate the renovation needs of the co-ownership by shedding light on the quality of the building's frame and the work to be undertaken as a priority, energy work included. This measure also makes it possible to promote, without delay, the energy renovation of condominium housing. This is an essential condition for anticipating and supporting the progressive ban on the rental of energy strainers from January 1, 2028, under the decency of housing.
