In addition to home charging, France now has around 40.000 charging points open to the public (3rd quarter 2021 figure - source Gireve) and has recorded, in recent months, a very marked acceleration in the deployment of these Electric Vehicle Charging Infrastructures (IRVE).
On the sector side, this dynamic is supported by the growing number of electrical installers who invest in this activity.
Qualifelec, the reference qualification organization for electrical, energy and digital engineering, now has 2.300 companies qualified in the IRVE activity. Which makes him the French leader in the IRVE qualification.
Qualification is a guarantee of confidence for consumers which guarantees that qualified electrician installers have mastered the essential know-how to meet the safety standards in force.
Qualifelec was the first qualification body to propose the recognition of competence in IRVE, two years before the legislator made the qualification compulsory in this activity, within the framework of the decree of January 2017.
With the help of its authorities, Qualifelec constantly observes developments in the electrical, energy and digital engineering markets and develops a mapping tool that makes it possible to locate, throughout the national territory, companies qualified in terms of IRVE. .
To further strengthen its leading position in IRVE qualification, Qualifelec's board of directors adopted, on November 17, a new dedicated qualification which takes into account regulatory changes and the specific expectations of the contracting authority, including the needs have evolved.
The massification of IRVE cannot be done without an associated requirement of excellence, and contributing to the safety of installations is a priority for Qualifelec. This is why this new qualification reinforces the requirements for the design, installation and maintenance of IRVEs by qualified companies.
What do the regulations say?
The decree of January 12, 2017 establishes the obligation to train the installer and qualify the company to be authorized to install IRVEs with a power greater than 3,7 kW, accessible to the public.
The decree of May 4, 2021 provides for a strengthening of the technical skills of companies and new qualification obligations in Studies and Maintenance.
- Obligation to produce a preliminary electrical design study for any IRVE project in a car park with at least 50 spaces as well as in collective residential buildings offering at least 4 charging points.
- Specific qualification obligation IRVE studies for companies producing these studies (details in the decree of 27 October).
- Obligation of qualification of the companies carrying out the maintenance of the IRVE. Qualification based on prior training of technicians (details in decree of October 27).
- Obligation to obtain a certificate of conformity approved by Consuel for commissioning an IRVE:
- for any new IRVE with a power greater than 36 kW
- for any new IRVE installed in collective residential buildings, regardless of the power
- for any modification of an existing IRVE whose maximum power exceeds 36kW after modification.
- Introduction of the concept of Charging Control, the characteristics of which will be set by a new order.
