Publication of the second and final decree on the simplified collective loan for the energy renovation of co-ownerships

The collective loan is an essential tool for accelerating the renovation of apartment buildings. In addition to available public aid, it allows the cost of renovation work on condominium buildings to be spread over time.

All the regulatory texts are now in place for banking players to deploy this new loan. It is also one of the main tools that could be mobilized by a renovation bank, mentioned in the report submitted to the Government on July 11, and which will be the subject of in-depth work in the coming months.

More specifically, this second decree introduces specific measures for dilapidated co-ownerships, by extending to collective loans the scope of intervention of the Renovation Guarantee Fund (FGR), previously reserved for individual loans. Very concretely, the State guarantee will be provided to loans granted to dilapidated co-ownerships to encourage banking and insurance companies to finance the renovations of these co-ownerships.

For Valérie Létard, Minister responsible for Housing: "With this second decree, the Government is putting in place the conditions for the emergence of the first collective loans. This new private financing vehicle is necessary to continue the renovation of co-ownership housing, alongside other State-supported schemes such as MaPrimeRénov' for co-ownerships, which will finance 40.000 homes in 2025, or the zero-interest eco-loan, which is currently enjoying significant success. I will bring together banking and real estate players again at the start of the school year to take stock of these various levers, with a view to rolling out the first collective loan offers as quickly as possible."
