- The private developer has asked Plurial Novilia, a subsidiary of Groupe Action Logement, to respond to a consultation launched by Eurodisney Associés for the construction of 151 housing units in the ZAC des Studios et des Congrès de Val d'Europe in Chessy.
- This will be the first Real Solidarity Lease (BRS) operation carried out by Plurial Novilia, supported by OFS La Coop Foncière on this project.
- Plurial Novilia confirms both its presence in Île-de-France and its ability to offer solutions in terms of social home ownership – after years of promoting innovative systems such as PSLA (or Rental-Purchase).
Together, the two actors have come up with a response to the consultation launched by Eurodisney Associés for the construction of 151 housing units in Chessy. This mixed program, located on the ZAC des Studios et des Congrès in Val d'Europe, will offer both 72 apartments for free access, from studios to T5, 4 houses also for free access, and 75 apartments in Bail Réel Solidaire (BRS), a social property access scheme that allows low-income households to become owners of new housing at an affordable cost.
The BRS, a response adapted to the current context
The Real Solidarity Lease is a system based on a separation of the land and the building at the time of acquisition: first-time buyers become owners of the home but not of the land, which is acquired by an OFS, a land solidarity organization. The purchaser rents the land to the OFS for a symbolic rent, and signs a real solidarity lease with it for a period of between 18 and 99 years.
For Johnny Huat, General Manager of Plurial Novilia:"For communities, this arrangement makes it possible to maintain real social diversity, particularly in the heart of towns, by allowing people who would otherwise be at risk of being excluded from the market to become owners - with greater solvency and lower financial risk since the BRS makes it possible to offer sale prices around 30% lower than the prices of open housing. »
Housing sold under BRS is eligible for state-subsidized loans such as the PTZ (zero-rate loan).
A mixed program in the heart of the activity zone
The project led by the two partners will be structured around two residences named BAKER and PARKER. The PARKER residence will offer 72 apartments and 4 houses for free access, while the BAKER residence will be made up of 75 BRS apartments. Both components will offer similar services with an offer ranging from T2 to T5, balconies, terraces or gardens, and the residents of the two residences will share a landscaped island heart of nearly 800 m².

The idea of the BRS is to offer products as high quality as free software, with the possibility of becoming an owner at a lower cost by removing land from the final equation. »
The project was entrusted to the firm Arcas Architecture & Urbanism. For the BRS component, the Land Coop was chosen as the OFS for the acquisition of the land. This structure was created in 2017 at the initiative of several Ile-de-France social housing organizations in order to develop the BRS at the local level.
A historic commitment to supporting first-time buyers
By partnering with Legendre Immobilier to develop a BRS program in Île-de-France, Plurial Novilia is continuing its historic commitment to affordable home ownership. In addition to a proactive policy for selling its social housing stock, the lessor has long been involved in PSLA (Lease-to-Own) projects. This commitment has been strengthened in recent years with several PSLA operations developed in Seine-et-Marne.
