Of which act! This legitimate reflection should have been accompanied by an equally important interest in the companies impacted by each of the tax decisions that could be proposed.
As a reminder, the FPI recalls that producing new collective housing in PINEL has the following advantages:
- PINEL homes produced from January 2022 comply with the most stringent RE 2020 environmental regulations at European or even global level;
- The construction of PINEL housing provides local jobs (120.000 jobs per year) that cannot be relocated;
- The sale of PINEL housing generates significant VAT resources for the State;
- By increasing the rental housing stock, the production of PINEL housing contributes to the necessary mobility of employees;
- Owning a PINEL home provides significant additional income for many households upon retirement.
However, an amendment was tabled by the 3 deputies of this task force with a view to its examination in public session: it provides for the end of the PINEL rental investment scheme on 31 December 2023 instead of 31 December 2024, even though the changes made to this system by the previous finance law for 2022 have not yet entered into force and that the last modifications, by decree, date from March 2022.
The FPI warns of this initiative, which taken without consultation with professionals in the sector and on the basis of a priori disconnected from reality, could have serious consequences:
- It introduces, once again, tax insecurity that is detrimental to the proper functioning of companies that need stability: launching a real estate program requires time and, consequently, visibility that the current tax turmoil no longer allows.
- This tax insecurity is also penalizing for individuals, who have planned, sometimes for a long time, to invest in a property of this type with a view to renting it to an ascendant or a descendant, an option suppressed by the amendment.
- It comes at the worst time: in the first quarter of 2022, the number of homes offered for sale fell by 15% compared to 2021. The collapse that we have seen since 2019 will only worsen in 2022. The supply of new collective housing, with high energy performance, sober in terms of land and meeting the expectations of our fellow citizens, will be reduced even more and amplify a housing crisis announced for the entire residential route.
- For a country to be able to develop, a segment of the population must be mobile. A satisfactory offer on the rental market makes it possible to respond to this and the PINEL system contributes strongly to this with quality housing. At a time when we are talking about the pension reform, the majority of investors in PINEL benefit from an increase in income on the day of retirement. Even though our fellow citizens are struggling to find housing with rents adapted to their budget, there are thus nearly 60.000 housing units intended to be rented, subject to income and rent ceilings, for example to young workers or middle-income households. to the essential professional activities (nurses, teachers, police officers, etc.) which would not see the light of day if this amendment were adopted.
In addition to investors and tenants directly affected by "PINEL" housing, the impact of this amendment, if adopted, would be even greater: today, in fact, we find in the same real estate program PINEL housing, housing in accession, social housing. Prematurely eliminating the PINEL system would prevent, by collateral effect, the realization of the planned programs and therefore the other housing, such as the social housing that we produce massively and those intended for the residential course of the French.

I remind you that the current system was modified just over six months ago. How do you expect our companies to organize themselves under such conditions and how do the French maintain their confidence in political power? Housing deserves better than gloomy attempts at fiscal planing, the consequences of which, unevaluated on the economic and social level, will aggravate the power to live of our fellow citizens. »
