Indeed, a change in the regulations comes into force and generates a reduction of 20% to 30% on average in the amount of "energy bonuses", financial aid from the Energy Savings Certificates system, dedicated to thermal insulation of walls, attics, domestic hot water pipes and flat roofs of residential buildings. The State has indeed chosen to drastically reduce aid for the thermal insulation of housing to counter 1 euro scams. This is harmful for households who will finance their home renovation projects less well, but also for the professional sector which has structured itself to meet demand, today in the midst of a crisis.
A paradoxical drop that comes at a time when energy management has never been so crucial in the fight against insecurity, global warming and rising energy prices! Be careful, this decrease does not concern insulation in the tertiary sector, for example, which remains well subsidized today.”
Fall in financial bonuses for the insulation work most carried out by households
The 39th decree of the Energy Savings Certificates system published on December 10, 2021 modifies the regulations applicable to financial aid for thermal insulation operations in housing.
Indeed, the amounts of the bonuses resulting from the CEE system have been modified for the following operations (1):
- Insulation of low floors: the new premium per m2 is on average 4,73 euros, i.e. an average reduction of 32%
Example: in Charente-Maritime (climate zone H2 of the EECs), for the insulation of the lower floors of an 80m² detached house, the EEC aid goes from 572 euros to 391 euros.
- Insulation of walls: the new premium per m2 is on average 6,93 euros, ie an average reduction of 33% for dwellings heated with electricity, and 58% for dwellings heated with fuel.
Example: in Charente-Maritime, for the insulation of the walls of an 80 m² detached house with a wall surface of 140 m² to be insulated, heated by electricity, the premium goes from 1.540 euros to 1.001 euros in EEC aid .
- Insulation of flat roofs: the new premium per m2 is on average 5,26 euros, i.e. an average reduction of 26%.
- Insulation of domestic hot water networks, or “insulation”: the new premium per linear meter is on average 24,77 euros, ie an average reduction of 21%.
(1) The new premium per m² indicated corresponds to the average of new packages in France at 5 euros per GWhc.
Technical changes to files for obtaining financial bonuses
The same decree published in December, supplemented by the decree of February 18, 2022, specifies other modifications concerning:
- The obligatory preliminary visit before the installation of the insulation of the walls and the low floors,
- The respect of a reflection period of 7 days between the signature of the estimate and the installation of the insulation of the walls,
- Compliance with the specified definitions of the various insulation processes,
- The necessary thermal resistance of the insulation.
