This Interprofessional Syndicate of Real Estate Diagnosis, Analysis and Digitization of Existing (SIDIANE) aims to structure, represent and defend the sector in its diversity and to better collectively meet the demands of the energy transition, the fight against pollution in housing, industrial and tertiary buildings, establishments open to the public as well as the protection of the health of people at work or in their daily life. The eight founding members of SIDIANE represent more than 2 employees (600% of those in the sector), € 25 million in turnover. SIDIANE will have officially filed its statutes in January 260.
The year 2021 will have been marked by events which have had a negative impact on the real estate, building and public works sector diagnosis as a whole, all companies, small and large, combined.
On the one hand, the implementation of the new energy performance diagnosis (DPE) then its suspension decided by the Ministry of Housing, without taking into account the recommendations and warnings of those involved in the diagnosis and the untenable situations they faced. to their real estate clients and partners.
On the other hand, at the end of November, the change in the public authorities as regards the role of property assessors with regard to energy audits, whereas less than a year ago, the State recognized their pivotal role in carrying out this essential project. to a successful energy transition in housing and buildings, in line with the ambitions and commitments made by the State since the signing of COP 21 and the passage of the so-called “Climate and Resilience” law at the start of 2021. This constitutes a lack of consideration for all the companies in the sector which have prepared and invested in training for their employees so that they are operational and ready to take on this new mission as of January 1.
Beyond these circumstances, the founding members of SIDIANE share the observation of the absence of a real master plan for the sector, while the professions of real estate diagnosis, building and public works have become professional, complex and diversified in the world. over the past twenty years, also profoundly transforming the economic models of companies in the sector.
Professional sector born 25 years ago with diagnostics for sale, rental, and property management, its markets now concern the entire existing building, since its digitization, its characterization, its work management, and overall its operation . Likewise, the expertise developed in the identification of asbestos in housing and buildings is now broadened and developed in industry, aircraft, ships, roads, trains, etc.
The most integrated and developed companies in this real estate, building and public works diagnostics market are now multidisciplinary and versatile. They are constantly integrating more value from assistance to the client, project management, construction sites, analysis laboratories, the digitization of buildings, the operation and maintenance of housing, public and private tertiary buildings, educational establishments ... All of these companies (international groups, national mid-cap companies and regional SMEs) have developed skills and a model that make France a country recognized as an exemplary and pioneer in terms of asbestos, lead, radon risk management, etc.
Paradoxically, however, while a potential of several thousand qualified, even highly qualified and non-offshorable jobs has been identified, there is no structured professional sector; nor a structured and dedicated post-baccalaureate initial training cycle. However, today, in all companies in the sector, there is a lack of employees to carry out the government objectives of energy renovation of housing.
Promote a structured, independent and responsible sector
It appears to the founding members of SIDIANE that the trades, companies and actors of property diagnosis, building and construction are sorely lacking recognition in their specificities. They must be better considered and represented by a benchmark player, legitimate and expert, in the same way as professions and players in the real estate, construction and public works sectors in particular are just as legitimately.
An essentially regulated sector, any new standard must be designed in the broadest possible consultation between real estate and building diagnostic companies. For the founders of SIDIANE, "it is the essential lever to arrive at credible, realistic, applicable decisions, in accordance with the general interest and the common and primordial objectives of ecological transition, the energy renovation of buildings and housing. as well as public health ”.
In the future, SIDIANE and its representatives will speak out and make concrete proposals on all key subjects in the sector: staff qualifications, company certifications, work protocols or standards. SIDIANE will contribute to debates but above all to collective decision-making and general interest.
SIDIANE was founded by major companies in the sector. Its ambition is to become a representative, committed, responsible and open professional organization. SIDIANE wishes to integrate all the actors of the real estate, building and public works diagnosis who want to build a strong sector, understood and anxious to meet the best interests of all, in a demanding constructive approach with the public authorities as its partners of the other sectors , construction, housing and real estate in particular. At the start of 2022, the statutes of SIDIANE will be filed.
