MoDem deputies want to remove tax reductions on second homes

The head of MoDem deputies, Jean-Paul Mattei, calls for the elimination of tax reductions on long-term real estate capital gains on second homes, in order to put an end to “land retention”, he declared on Wednesday 27 September to the National Assembly.

The boss of centrist elected officials, member of the presidential majority, could make an amendment on the subject during the examination of the 2024 finance bill.

The measure is taken from a report on wealth taxation produced jointly by Mr. Mattei and the communist deputy Nicolas Sansu, and which criticizes the effects of these reductions.

The real estate capital gain on the sale of a second home is today exempt from income tax after 22 years of ownership of the property, then from social security contributions (CSG, CRDS, etc.) beyond 30 years of detention.

“We can wonder about the mechanical effect that this can have. Doesn’t this lead to land retention in certain cases? We need to think about it,” argues Jean-Paul Mattei.

“By not taking people as traitors, by giving a deadline, the rule can change. The thirty-year reduction, one could say, we stop,” he believes.

“We have to be very careful about this measure because it is quite systemic, but it seems to me that we have a lot of land retention on building land, wastelands, vacant housing. Is this bonus to preserve the good by letting it macerate is a good sign? Can't we have another logic", further questions the president of the MoDem group in the Assembly.

Jean-Paul Mattei emphasizes that his proposal only concerns second homes. “There is no question of talking about the main residence.”

The 2024 finance bill (PLF) is presented this Wednesday to the Council of Ministers. It will be debated in the hemicycle from October 17.
