Terms of territorial application of the SRU law to be reviewed according to a report from the Court of Auditors

It underlines the incentive effect of the device on the production of social housing, but also its unequal application geographically as well as the complexity of its application methods. It is now necessary to plan for its extension after 2025, insofar as many municipalities will not be able to reach by that date the target of 20% or 25% of social housing assigned to them.

Philippe Dallier (Les Républicains - Seine-Saint-Denis), special rapporteur on housing and town planning credits for the finance committee, considered that article 55 of the SRU law must pursue a dual objective: the production of social housing, but also social diversity which remains little affected by the application of the SRU law.

He stresses that a simple extension of the deadline cannot be sufficient to resolve the difficulties of applying the law, which require the setting of territorial objectives. In order to guarantee its implementation, sanctions are essential, but the municipalities must also be helped within the framework of social mix contracts while the production of social housing, unlike the production of private housing, does not generate revenue from property tax.

The director of habitat, town planning and landscapes (DHUP) indicated in response that provisions inspired by the proposals of the president of the national SRU commission, defining a "sliding" objective for each triennium, would be proposed. within the framework of the 4D bill (decentralization, deconcentration, differentiation and decomplexification).

The Abbé-Pierre foundation approved the incorporation of this objective into the law, also emphasizing the qualities of simplicity and pragmatism of article 55 of the SRU law.
