Michel Rongiéras elected President of the Cinov Sypaa union

For Michel Rongiéras, President of Cinov Sypaa: "Having been involved for a long time in this professional world that fascinates me, I wish to continue the action undertaken while driving a new dynamic that aims to structure and develop this essential professional practice upstream of the project and to ensure its promotion to public authorities and all those involved in the act of building and development."

After a professional career combining state and local civil service as an engineer, Michel Rongiéras created the HEMIS-AMO firm which, for 25 years, has been involved, through its multidisciplinary team, in architectural and urban planning missions in the southwest quarter of the country.

In addition to his strong professional and peri-professional involvement, Michel Rongiéras has demonstrated throughout his career a culture of general interest with a particular sensitivity to regional planning.

The job of programmer

The programmatic act, after emerging in the 1970s, was enshrined in law by the MOP (Public Project Management) law of 1985, which required the formalization of a program before starting the implementation of a project. Under the impetus of the MIQCP (Interministerial Mission for the Quality of Public Constructions) and Cinov SYPAA, this practice has become a profession in its own right, which, however, remains to be structured in its missions and practitioners.

From the idea to the project, the programmer's interventions are very broad, with the quality of use as a compass: from the initial diagnosis to the territorial project or the heritage management plan, from the opportunity and feasibility of the project to the monitoring of its design, with the central act being the development of the program, the true specifications of the designer.

Through its multidisciplinary, open and participatory approach, and its advisory role, the programmer integrates all societal, territorial, environmental, performance and economic concerns.

Cinov SYPAA's 2025-2028 roadmap

The new team making up the Board of Directors of Cinov SYPAA has built an ambitious roadmap for 2025-2028, which aims to develop the profession and set this essential professional practice in stone through 6 axes:

• initial and continuing training of professionals and awareness-raising among project owners;
• recognition of the profession by structuring its practice: its missions and its practitioners;
• the development of the profession: any type of project, whatever its field, size or location, whether public or private, must be able to benefit from good programming;
• research around the programmatic act, through the creation of a dedicated college bringing together all the players in construction and development: employees, teachers, researchers, retirees, etc.;
• the structuring of the functioning of the union, by providing it with appropriate resources and means;
• internal communication towards its members and external communication towards public authorities and all those involved in the act of building and development.
