
Located in Ile de France, the campus aims to reach a capacity of 1,4 GW.
This strategic initiative builds on the AI cooperation agreements established at the AI Action Summit in February 2025 between the President of the United Arab Emirates, His Highness Sheikh Mohamed Bin Zayed Al Nahyan, and French President Emmanuel Macron.
Located in the heart of one of the most dynamic regions in Europe, the AI campus marks a major step forward in the deployment of a sovereign, sustainable and globally competitive AI infrastructure.
The signing ceremony for the creation of the joint venture was held in the presence of Mr. Eric Lombard, Minister of Economy, Finance and Industrial and Digital Sovereignty, and His Excellency Khaldoon Al Mubarak, Chairman of the Executive Affairs Authority and member of the Council for Artificial Intelligence and New Technologies.
Together, these partners will build the first European intelligence center specifically designed to cover the entire AI lifecycle: from model design to deployment, including training, inference, and implementation in concrete use cases. Strategically anchored in the French research and innovation ecosystems, the project will integrate advanced computing capabilities, large-scale testing infrastructures, and real-world development environments.
The open platform will be built on exascale computing capabilities, sovereign cloud integration, and low-carbon data centers optimized for AI. It will enable large-scale AI adoption in strategic sectors such as healthcare, mobility, energy, finance, and manufacturing, while strengthening Europe's digital and climate sovereignty.

The project will be supported by a robust ecosystem of public and private partners from government, industry, research, and technology. The partners are:
- Bouygues: A French leader in construction, energy and telecommunications, recognized for its expertise in innovative and complex projects in more than 80 countries.
- EDF: A world leader in low-carbon energy and a key player in the energy transition, the EDF group is an integrated energy operator, present across the entire energy sector value chain.
- École Polytechnique, a member of the Institut Polytechnique de Paris: A leading academic and research institution in the fields of science, engineering, and artificial intelligence. École Polytechnique will contribute to the academic dimension of the project through a teaching and research chair, funding doctoral programs and collaborative research projects, notably in partnership with the Mohamed Bin Zayed University of AI in the United Arab Emirates.
- RTE: The national electricity transmission manager in France, which recently developed a specific approach to speed up the connection of large consumers to certain prequalified sites.
- Sipartech: French provider of high-capacity fiber optic infrastructure across Europe, which, as part of this initiative, will contribute to the AI Campus by providing fast and reliable connectivity to the main digital hubs, alongside other partners in this ecosystem.
Construction work on the IA Campus is expected to begin in the second half of 2026, with commissioning planned for 2028.
