MaPrimeRénov': 29 renovation players request the extension of the rules in force

"In the absence of a more global strategy in the short term to boost the sector and pending work to be carried out to simplify renovation processes for individuals and professionals, our organisations are calling for the maintenance, at a minimum, of the adjustment measures currently in force," write the signatories of the letter consulted by AFP on Friday.

The signatories of the letter include energy companies, representatives of the construction sector, professional manufacturers and distributors of equipment and materials, social landlords, trustees, property managers, notaries, project owners and project managers. These include the energy companies EDF and Engie, the building federation FFB, the French Electricity Union (UFE), the Renewable Energy Union (SER) and the National Real Estate Federation (Fnaim).

Since 1 January 2024, MaPrimeRénov', which was allocated some 2023 billion euros in 2,5 but whose credits have not been fully used, was subject to more conditions, with the aim of allocating it more to "large-scale" renovations and less to "single-action" projects. However, adjustment measures had been introduced for the period from 15 May to 31 December 2024, making it possible to apply for aid for simple work, without having to carry out an energy performance diagnosis (DPE).

These adjustment measures were to "respond to the collapse of renovation work which is penalising the sector's activity and the achievement of environmental objectives. However, if nothing is done in terms of regulations, these adjustments will end on 31 December 2024", underline the signatories of the letter, a few days before Michel Barnier's general policy speech scheduled for Tuesday.

"The purchasing power gains linked to the reduction in energy bills will not materialise for many households and France's decarbonisation targets will not be achieved for buildings," they warn.

For the signatories, "the extension of the rules in force beyond December 31, 2024, which is of a regulatory nature and is in no way incompatible with the budgetary agenda, conditions our collective capacity to move towards an ecological transition in the building industry."

"A return to the initial reform of early 2024 would jeopardize the planned massification trajectory" and would have "equally disastrous" consequences for the construction sector and professional manufacturers and distributors, they write.
