In this context of marked decline in production, Unafo hopes that the roadmap for developing the production of social residences unveiled by the government in the spring will see rapid implementation and that it will result in an effective relaunch of the construction.
The production of social residences still declining in 2020
The results published by the DHUP show 5799 housing units approved as social residences in 2020, down 7,4% compared to 2019. Within this production, 3.908 housing units are intended for young people or those coming from the treatment plan. hostels for migrant workers. The new production of a “generalist” offer is therefore less than 1.900 housing units.
The FTM Treatment Plan is slowing down sharply
For the year 2020, the number of housing approved under the treatment plan for homes for migrant workers (PTFTM) drops to 2.275, a decrease of 28% compared to 2019, which pushes back the prospect of seeing the PTFTM (nearly 20.000 housing units still to be treated) completed in the near future.
Young housing on the modest rise
The production of housing under youth "devices" (FJT, residences for young workers, etc.) is up to 1.633 housing units (+ 11%) and represents 28% of the total production of housing in social residences. However, this production remains below what is essential to achieve the presidential objective of 80.000 housing units for students and young people active during the term of office, while the needs are obvious.
The production of family pensions, although on the rise, remains insufficient
With 1575 approved family boarding accommodation, the year 2020 marks an increase of 11,5% for this system. Although this increase is regular, the number of approved housing remains well below the 2.000 approvals per year which would have been necessary to achieve the objective of 10.000 additional housing units over the five-year term. In addition, the proportion of approved accommodation in reception residences (17%) remains well below the target (33%) while the reception needs for people with mental health problems remain high.
The PLAI Adapted mostly towards collective housing
The Adapted PLAI, intended to finance housing for the benefit of the most precarious households, continues its development with 2176 approved housing units in 2020, an increase in production of 80% compared to 2019. These approvals relate for nearly 80% to operations of social residence or family pensions, despite the desire of the State to rebalance the product for the benefit of family social housing.
An increasingly difficult balance of operations
Finally, the changes in the average financing plan for PLAI housing in a collective scheme in 2020 are not favorable: the cost of housing is up slightly (+ 3%) to nearly € 82.000 and the structure of the financing plan is deteriorates with an increase in borrowing which goes to 65% (+3 pts), a drop in the part financed by subsidy to 28% (-2 pts) and a virtual stability of the part financed by equity at 7%.
In this context of historic weakness in the production of social housing, Unafo makes 3 proposals to relaunch the construction of social residences to meet the needs:
- Define national targets for the production, by 2027, of 20.000 housing units in social residences (excluding PTFTM) and 10.000 housing units in family pensions, while implementing the plan of 80.000 housing units for young people (youth worker shelters, students and residences for young workers). These national objectives will have to be broken down into territorial objectives to guarantee efficient networking.
- Accelerate the PTFTM to complete it by 2027 through proactive public programming with dedicated financial resources of at least 50 million euros per year, including the homes of migrant workers already transformed and those requiring heavy work.
- Mobilize all stakeholders to achieve these objectives by launching, for example, regular communication and awareness campaigns among local elected officials with the aim of emphasizing the flexibility of supported housing to meet the needs of their fellow citizens.
