This is a device that gives the community a role of steering the supply of recharging on its territory, to lead to a coordinated offer between the various public and private contracting authorities, consistent with local policies of mobility and adapted to needs. The State confirms that the territories covered by a master plan will benefit until the end of 2025 from 75% coverage of the connection costs of recharging facilities open to the public.
Designed to provide a strategic vision of changing needs, but also a highly operational variation over a 2 to 3 year horizon, the master plan for recharging infrastructures includes a diagnosis, a development project and quantified objectives, a timetable implementation specifying the resources to be mobilized, and a monitoring and evaluation mechanism.
In-depth work started in spring 2020 bringing together all the players in the electric mobility ecosystem (public establishments, local authorities, energy unions, electricity network managers, design offices, associations, etc.) , made it possible to build both all the regulatory texts allowing the implementation of the master plans that were published on May 10, 2021, as well as a support guide intended for communities and public establishments wishing to produce a plan director, whose development was coordinated with Cerema, Enedis, the French Electricity Union (UFE) and the Avere association.
The guide details the methodological framework and the stages of implementation, and provides answers to key questions concerning the articulation between the different territories and the existing planning documents, the necessary consultations, the inventory of the existing situation, the definition of a coherent network of stations, monitoring indicators or even the costs associated with the deployment and operation of terminals.
Consolidated financial support from the State
The territories covered by a master plan will benefit until the end of 2025 from 75% coverage of the costs of connection to the electricity distribution network of the recharging facilities.
This coverage of connection costs can be combined with the aid of the “ADVENIR” program, covering approximately 60% of the installation costs of terminals open to the public.
Finally, the Banque des Territoires may co-finance the development of a master plan when it relies on an external service provider. In 2021, the aid will be able to co-finance up to 80% of the amount up to a limit of € 30. The Banque des Territoires also offers a “mezzanine loan” to finance the deployment of recharging infrastructures open to the public, which can reach up to 000% of the total capital requirement.
