INSEE reduces production times for the building, public works and miscellaneous construction indexes

The institute has developed a new methodology to reduce publication times for building, public works and miscellaneous construction indexes (BT-TP index). The latter are mainly used by professionals for the purpose of indexing contracts and public procurement.

BT-TP indexes: a very important tool for professionals

The building, public works and miscellaneous construction indexes are composite indices of the costs of different activities or sub-activities of the construction sector. There are 78 of them, calculated as a weighted sum of very detailed indices representative of the various expenditure items of professionals (labour, energy, materials, services, transport, waste). They are intended for updating and revising construction contract prices. They are used in particular to index contracts and particularly public contracts and contracts for the construction of individual houses.

A reduction in lead times to more quickly reflect price variations, particularly of raw materials

The BT-TP indexes are published monthly on the Insee website and in the Official Journal. They are currently published with a delay of approximately 80 days after the end of the month in question (M+80), without further revision. The indexes will now be published with a reduction in the publication deadlines to 45 days after the end of the month in question (M+45). This change of schedule is made possible by an evolution of the methodology while maintaining its quality.

A calendar at M + 45 days after a transitional phase

The last publication of the indexes relating to the month of December 2021 was released on March 15, 2022. The next index publications will take place on April 21, 2022 for the January 2022 indexes (date already announced), on May 3 for the February 2022 indexes (instead of May 19) and May 13, 2022 for the March 2022 indexes (instead of June 16), then permanently at M + 45.
