This launch took place in the presence of Stéphane TROUSSEL, President of the Department of Seine-Saint-Denis, Jacques WITKOWSKI, Prefect of Seine-Saint-Denis, Zaïnaba SAÏD-ANZUM, Departmental Councilor for Sport, and Stéphane BLANCHET, Mayor of Sévran.
This second plan follows Plan Piscines 1, from 2016 to 2022, which contributed to the construction of 3 new swimming pools (including two under departmental contracting authority) and to renovate 9 of them, for a total investment of 40 million euros. euros.
Accelerate the creation of waterlines
If the first plan made it possible to avoid the closure of certain facilities and to accentuate their frequentation, the upgrading of infrastructures and the reduction of shortcomings in terms of supply remain a major challenge, requiring in particular an acceleration in the creation of new water lines. With 37 swimming pools currently (39 by 2024), Seine-Saint-Denis has less than 60m2 of swimming pools for 10.000 inhabitants, compared to 160m2 on the regional average and more than 260m2 on the national average. 7 municipalities out of 40 have no aquatic equipment.
Endowed with 35 million euros, including 15 million euros financed by SOLIDEO (State and Region), this second Swimming Pools Plan will not only make it possible to finance projects linked to the Olympic heritage, but also to continue the effort to catch-up in terms of aquatic equipment throughout the department. This may involve both construction and reconstruction projects, major rehabilitation and extension, or renovations and developments aimed at developing uses.
Cities and EPTs that so wish will be able to apply throughout the plan, which will last until 2028.
Particular attention to deficient territories, energy sobriety and accessibility of equipment
In order to encourage project leaders to take into account the public policy priorities of the Department of Seine-Saint-Denis, additional funding will be allocated in the form of bonuses in several cases.
- Projects located in very deficient areas (no pool or deficiency greater than 2 pools) or deficient areas (deficiency of 1 to 2 pools).
- Projects integrating all environmental issues: controlled carbon budget, guaranteed quality of life, enhancement and strengthening of ecosystems.
- The projects go further than the regulatory standards in terms of accessibility, but also for those which promote access to pools for everyone with the creation of aqua play equipment.

If our first Pools Plan has made it possible to avoid the closure of certain facilities, to renovate and build new ones, this effort continues and is amplified today in the dynamics of the JOPs. This is the whole meaning of this second Swimming Pools Plan that we are launching with Zaïnaba Saïd-Anzum, Departmental Councilor for Sport, and Emmanuel Constant, Vice-President in charge of JOPs, with the support of the State, the Region and of SOLIDEO. There is no miracle: it is with means and actions that we will be able to develop the learning and practice of swimming, so important in terms of public health, individual safety and social life.
