Launch of measures for the rehabilitation and energy renovation of social housing

The recovery plan plans to support social landlords undertaking renovation operations in 500 and 2021 up to € 2022 million. € 445 million will be devoted to major restructuring or rehabilitation operations; € 40 million for a call for projects dedicated to exemplary and innovative energy renovation operations; 15 M € will be directed towards the social park in the overseas territories.

Support for rehabilitation is aimed at operations that fundamentally transform the homes concerned, associated with ambitious energy renovation work, primarily targeting energy strainers.

All social housing organizations can benefit from this aid, which may be granted in 2021 for any operation with a service order to start work signed before December 31.

The average level of subsidy for these restructuring or rehabilitation operations coupled with energy renovation is set at € 11 per dwelling and may be adjusted according to the nature of the operations up to a limit of € 000.

Grant applications can be submitted to the instructional services of the departmental directorates of the territories (and the sea), the departmental units of the DRIHL or the communities delegated to stone aid from now until June 1, 2021.

The specifications specifying all the minimum eligibility criteria for this aid are published on the website of the Ministry of Ecological Transition.

Grant applications will be reviewed as the application is submitted.

In addition, a call for projects, Massiréno, is open to support the implementation of exemplary and innovative energy renovation operations for housing in the social housing stock and to promote the emergence of industrial and mass technical solutions. All social housing organizations can submit an application under this call for projects, the closing date of which is February 28, 2021.

The projects presented should also primarily target thermal strainers (DPE E, F and G energy labels). The service order to start work must be made before December 31, 2021.

Taking into account the requirements set, the average level of subsidy for these operations is envisaged at 30% of the cost price excluding taxes of the operation, within the limit of € 20 per dwelling. A total budget of 000 M € is devoted to the financing of this call for projects.

Applications should be sent directly to the Department of Housing, Urban Planning and Landscapes, according to the terms specified in the specifications of the call for projects, published on the website of the Ministry of Ecological Transition.

Finally, a budget of € 15 million is dedicated to the social rental stock of the overseas regions and departments as part of a specific mechanism.
