AORIF is raising concerns about the financial capacity of landlords in the Île-de-France region to meet their investment needs.

This analysis highlights major challenges that will emerge as early as 2035, with a risk of deterioration in the financial ratios of organizations, thus threatening the capacity to produce new social housing in the region while demand is exploding.

The analysis is part of the national obligations relating to the Climate and Resilience Law and the National Low Carbon Strategy (SNBC) and the regional housing production targets within the framework of the Regional Housing and Accommodation Scheme (SRHH) approved in 2024. A deteriorating financial situation

The social housing stock of the Île-de-France region comprises nearly 1,6 million units. Their aggregate financial results have been deteriorating for several years: the Gross Self-Financing Margin (GSFM), within the scope of the study (89 organizations headquartered in Île-de-France), fell from 6,8% in 2022 to just 3,1% in 2023, due to the increased burden of operating costs (mortgages, property tax, and a portion of unpaid rents). This decline is hindering their ability to finance investments. Rental self-financing is the annual profit generated by the landlords' primary activity, namely their rental activities.

In 2023, 15 organizations presented financial indicators revealing the fragility of their financial structure. The previous year, in 2022, the number of organizations in this situation was lower (8 social housing providers).

Projections up to 2045: a financial deadlock looming

Applying the investment assumptions set by public authorities—which, starting in 2029, aim to reconcile energy-efficient renovations of an average of 40.000 homes per year with the expansion of the social housing stock to 38.500 new social housing units per year—jeopardizes financial stability. The study highlights a potential negative financial impact as early as 2035 if renovation and new construction targets are pursued simultaneously. This financial potential represents the resources available to landlords for future investments, once they have financed their existing rental properties.

By 2045, the theoretical continuation of these investments, even reduced, leads to a deficit of €12,9 billion, equivalent to the additional amount of RLS over the same period (€12,3 billion).

A fallback scenario to preserve financial stability

Faced with this impasse, an alternative scenario was explored. This scenario envisions a drastic reduction in social housing production starting in 2032, with a target of 17.000 units per year, representing a 46% decrease compared to the baseline scenario. This reduction would maintain balanced financial ratios but would result in a housing stock well below the needs identified in the Regional Housing and Social Housing Plan (SRHH), with a backlog equivalent to six years of production over 20 years. In the optimized scenario, demand is also assumed to lead, if current trends continue, to 1,7 million families waiting for social housing by the end of 2045.

The need for funding is undeniable, with an equally evident urgency to prevent and adapt to climate change and to increase supply in the face of exploding demand. Social housing organizations are actively seeking solutions, but this analysis shows that without public support, the equation doesn't work.”
