On November 16, 2022, a working group, made up of elected officials from the territories concerned, associations of elected officials, parliamentarians and professional actors, was set up with the aim of finding solutions in order to respond to the problem of the attrition of permanent housing in tourist areas.
This working group met to take stock of the work undertaken. 73 proposals and contributions were presented by the various actors and which are added to the proposals resulting from the report of the IGF, the IGA and the IGEDD, published on March 13th. All of these contributions will be studied in the coming weeks and the ministers will summarize them by the summer of 2023.
At the same time, other government actions are in progress and contribute either to a better understanding of territorial dynamics on the subject in question, or to proposals for legislative, normative or regulatory solutions.
Nevertheless, the ministers recalled that it was illusory, given the complexity of such a subject, to think that the answers could only be unique throughout the territory. This is why the Government wishes to continue working with pilot territories identified by the prefects by letting them define their territorial strategy from a basket of solutions that would be proposed to them. This approach as close as possible to the territories makes it possible to leave room for local democratic arbitration and to respond to the political and social issues specific to the typology of the different tense areas.
For Dominique Faure: “I would like to thank all the players who participated in ensuring that we had quality discussions around their 73 proposals and the conclusions of the IGA-IGF-IGEDD report. These contributions are rich, relevant and innovative. It is important to remember that the challenge of the work undertaken is indeed to find a balance between economic sectors essential to the vitality of tourist territories, but also to allow those who live in these territories to live there with a roof over their heads. . From now on, we still have a long way to go to succeed in making this response effective, taking into account the diversity of our territories; the solutions must indeed be tailor-made. For this, we will propose to pilot territories to draw from a basket of solutions those which seem to them the most adapted to the construction of their territorial strategy. »
For Oliver Klein: “The reflection undertaken should allow us to give mayors of tourist areas with new tools to find the right balance between access to housing and tourist dynamics. Many proposals have been made, particularly on the tax issue, short-term rentals, energy renovation, the challenge of producing new housing or even that of housing for seasonal workers. Our work will continue in order to retain the most relevant and effective solutions. »
For Olivia Grégoire, Minister Delegate in charge of Small and Medium-Sized Enterprises, Trade, Crafts and Tourism: “Our discussions with local elected officials, parliamentarians and the administration have enabled us to come up with more than sixty proposals to enable our municipalities, which are experiencing tensions in the balance between permanent housing and tourist accommodation, to have a toolbox to overcome these difficulties. In line with the tourism industry committee, discussions are underway on the issue of seasonal accommodation, whether to facilitate the opening of boarding schools and create a platform to list vacant accommodation available to seasonal workers. »
