
The renovated headquarters of the Building and Public Works profession in Auvergne-Rhône-Alpes is a model of energy renovation. A showcase of construction know-how and professions, the renovated building sees improved flows on the ground floor for a better reception of businesses, in response to the increasing use of its services.
Norbert Fontanel, president of the Rhône and Métropole BTP Federation, Samuel Minot president of the FFB Auvergne-Rhône-Alpes and René Coiro, president of the FRTP Auvergne-Rhône-Alpes and their partners inaugurated the renovated headquarters of the Maison du BTP, in the presence of Laurent Wauquiez, president of the Auvergne-Rhône-Alpes region, Christophe Guilloteau, president of the Rhône Departmental Council, Bruno Bernard, president of the Lyon metropolitan area, Cédric Van Styvendael, mayor of Villeurbanne and his first deputy Agnès Thouvenot, delegate for ecological transition, sustainable cities, town planning and housing, and 750 participants.
Olivier Salleron, president of the FFB, and Alain Grizaud, president of the FNTP, Bruno Arcadipane, president of Action Logement Groupe and vice-president of MEDEF in charge of members also participated, as well as numerous local and national elected officials and decision-makers.
A common house to welcome and support construction companies
The three professional organizations and their partners share the 5.800 m² of the rehabilitated building, where major restructuring work was carried out on the ground floor, with flow management completely redesigned around reception and business services: new access, space dedicated to members and new auditorium.
- The entrance, now located at the corner of avenues Galline and Condorcet, opens onto a large square, accessible by a monumental staircase and a new ramp concealed by the landscaping of the site. Reception of people with reduced mobility has been made easier;
- The new auditorium: off-center, it frees up, in the central part of the building, a vast forum space. This forum will allow the organization of events and will be able to host exhibitions or meetings;
- The members' area, located along the main facade next to the entrance, offers direct and rapid access to new uses, thus making it completely autonomous.
A global service offering for easier responses to businesses and increasing needs
Inside, offices house around a hundred employees from the three professional organizations and their partners.
Building and Public Works Rhône and Métropole
Norbert Fontanel, president of the BTP Rhône et Métropole federation, emphasizes the local services and personalized advice to members “that a team of 30 people provides them in the areas of: social law, public and private procurement law , insurance law, construction law, tax law, environment, training, apprenticeship, technique and prices, employment, transfer and transmission, prevention, health and safety, disability at work, etc..” The departmental federation has 850 members, 50% of whom are craftsmen, representing two thirds of employees in the department in all construction professions.

With a team of 9 people including 5 in Lyon and 4 in Clermont-Ferrand, we support them on a daily basis at every stage, on economic, social, tax, legal and environmental issues, with proximity as a priority!”, indicates René Coiro , president of the FRTP Auvergne-Rhône-Alpes which represents 1.476 companies specializing in road works, earthworks, installation of electrical networks and pipelines, civil engineering and which employ 39.100 employees.

The regional federation, made up of a team of 12 employees, provides its expertise in the areas of regional building policy, employment, training, trade promotion, technical trades, environment and innovation, in support of the 11 departmental federations of the Construction.

The Maison du BTP is also the place where companies can find partners for their development in the areas of financing with BTP Banque, insurance with L'Auxiliaire and innovation with the infra2050 competitiveness cluster and the Indura cluster. .

In partnership with the State and the Auvergne-Rhône-Alpes and Bourgogne-Franche-Comté regions, infra2050 contributes to the existence of calls for projects dedicated to the sector. The support provided by the infra2050 team made up of 12 people makes it possible to strengthen the excellence of the projects; and the label awarded by infra2050 promotes access to French and European funding.

Dedicated to sustainable infrastructure, it brings together economic, technical and scientific players from the world of transport infrastructure and energy around a common objective: to develop together innovative solutions that respond to current societal and environmental challenges.
A bioclimatic facade that preserves the original architecture
This emblematic building, originally the headquarters of the Entrepreneurs' Union, designed in 1968 by the architects Genton, Dussud and Rostagnat, is a flagship of the architectural heritage of Villeurbanne (69).
Architectural, urban planning and landscape bias
With the guideline of preserving the original architecture while making this 5.800 m2 building more energy efficient, the approach was architectural, urban planning and landscaping. For the AFAA Architecture firm in Lyon (69) selected, it was a question of responding to new structuring functionalities, and to various challenges:
- Sustainable development and comfort issue: review the heating system, thermal insulation and ventilation of the building; make the building more connected;
- Challenge of functionality and practicality: creating passage spaces for members and private spaces; set up an information, documentation and digital library point in a friendly environment; have more modular spaces; increase the number of lounges for group lunches; create parking spaces for electric vehicles and bicycle storage;
- Architectural and design challenge: rethink the welcome upon entering the building; rethink access to the building to unify the flow of able-bodied people and that of people with reduced mobility; improve the use of terraces; give the building a modern dimension.
A bioclimatic facade
Light and transparent, the double bioclimatic facade increases performance all year round thanks to the design of the glass surfaces: in winter, it allows a temperature gain of 4° to 6° on the exterior walls of the building. In summer, it reduces the need for cold by around 60% and energy consumption by 47%.
The addition of this second skin made it possible to retain 60% of the glass surfaces. The office spaces thus remained particularly open and bright. On the top floor, the envelope protects the terraces and dining rooms from wind and bad weather.
Innovative restructuring that respects the existing
The creation of the new thermal envelope took advantage of the original construction method, so as not to alter the water and airtightness of the building. And the double facade is supported by a new pre-stressed concrete structure which reinforces the floor of the 5th floor.
Composed as a fifth facade, the roof accommodates the smoke extraction turrets, the ventilation of the kitchen covered in lacquered gratings, as well as photovoltaic panels and solar panels for the production of domestic hot water for the kitchen.
A wide variety of solutions implemented
In order to minimize the carbon footprint of the building over its lifespan, while seeking to reduce costs without compromising on user comfort, more than thirty participating companies have implemented a wide variety of of solutions:
- Fixed (grated walkways) and mobile (canvas blinds) exterior solar protection.
- Natural ventilation by possible opening of windows, which promotes comfort in summer and quality of use for employees, including at night thanks to the double skin to contribute to natural nighttime cooling.
- Significant integration of vegetation on the ground floor slab.
- Groundwater thermofridge pump system operating primarily in geocooling to ensure heating and cooling of premises.
- Radiant ceilings promoting comfort, reducing consumption and limiting maintenance.
- Revised double-flow ventilation installation with energy recovery from the extracted air.
- LED luminaires associated with an optimized management system to reduce consumption as much as possible.
- Installation of photovoltaic electricity production (with a production power of 86KWp) making it possible to reach the BEPOS Effinergie 2017 level.
- Hydro-saving equipment and rainwater recovery for watering and flushing toilets.
- Total infiltration of rainwater into the plot to limit the impact on public networks.
- Low carbon construction system with the massive integration of wood: double skin wooden structure, wooden spandrel cladding, wooden balcony decking, wooden exterior fittings, etc.
- Bio-sourced materials like raw wood and wood wool insulation.
- Healthy materials for better air quality and the well-being of occupants.
- Management of a low-nuisance construction site adapted to a dense urban environment.
Started in 2021, the work was carried out by member companies of the Rhône and Métropole BTP federation for a total amount of the operation (fees and works) of 13 million euros excluding tax. Exemplary from an energy and environmental point of view, the renovation of this building from the 60s and 70s makes it a showcase of local know-how.
