How to obtain a real energy performance of a building and maintain it over time?

The PREBAT conference on April 6 highlighted five key lessons:

1. Thermally efficient buildings consume two times less than the previous thermal regulations, with levels ranging from 30 to 200 kWhep / m² / year in housing and services. These very good results can be obtained regardless of the building situation in Metropolitan France;
2. Low energy consumption can only be achieved with the help of all building stakeholders, at all stages, during design and construction, but also throughout the use and operation of the equipment. ... Ventilation, also key to thermal comfort in summer, is the perfect example, with the necessary control of the issues, from the design stage, the use of the premises and depending on the season;
3. The new margins for progress in reducing consumption are in the areas of electricity consumption which are not currently subject to thermal regulations, but which will be "somewhat" with the RE2020;
4. The role of the user is essential for controlling consumption and summer comfort, for example by being more sober about his needs in winter or by better managing the pair of solar protection / ventilation in summer. This must be a strong vector for the years to come. Cerema contributes to this by carrying out Cube.S-type programs for controlling consumption by usage in middle and high schools, or tools for evaluating technical solutions for comfort in hot climates;
5. Consideration of overall cost must become the norm because it makes it possible to justify the investment, or even the overinvestment for better performance, by the gain in consumption (and emissions) over the long period that follows.
