Health at work: the Assembly votes on a text on prevention

The LR right has associated its votes with those of the majority to vote for the bill, adopted by 104 votes to 12, and now expected in the Senate. The PS, LFI and Communist groups voted against.

The text is mainly the translation of a national inter-professional agreement (ANI), the first of its kind on the subject, signed on December 9, in order to relaunch a reform postponed for years.

It will provide "prevention tools", such as a "mid-career visit" or "a liaison meeting which enables employees on long-term sick leave to be able, at their request, to anticipate their return to work. better conditions and organize the necessary adjustments to the workstation and working time ", underlined the co-rapporteur of the bill Carole Grandjean (LREM).

Among the criticisms, the Confederation of small and medium-sized enterprises (CPME) fears new constraints for SMEs with the obligation for all companies, whatever their size, to establish an "annual prevention program".

The government has also expressed its reservations on this subject, unsuccessfully supporting amendments to remove the measure for SMEs, which could again be discussed during the next parliamentary stages.

This bill also tends to "decompartmentalize" public health (city medicine) and occupational health. Under certain conditions, it allows general practitioners, called "corresponding practitioners", to make up for the shortage of occupational physicians.

Another flagship measure that is debated, the occupational physician will be able to consult the shared medical file (DMP) with the agreement of the employee.

On the left, the opposition judged the text "absolutely not up to the task" (Caroline Fiat, LFI), with simple "plasters" (Gisèle Biémouret, PS), criticizing in particular the abolition at the start of the mandate of the CHSCT (committee of health, safety and working conditions) in companies.

This text, however, starts from a shared observation: the difficulties of the “occupational health ecosystem”, highlighted by the health crisis.
