France travail, a network and an operator
The "France Travail network" is made up of the State, Pôle emploi (itself renamed France Travail), local missions (young people), Cap emploi (disabled people), local authorities, integration organizations and associations, CAF , etc.
All these actors will ensure the missions "of reception, orientation, accompaniment, training, integration, placement of people looking for a job or encountering social difficulties".
To this end, they will have to implement "common procedures and criteria" for registration and orientation; "a common base of services for the benefit of individuals and employers"; "common steering and evaluation indicators" and ensure communication between "their information systems".
Governance bodies, called "France Travail committees" are set up at local, departmental, regional and national level.
France Travail (formerly Pôle emploi) will be the chief operator of this network. All people deprived of employment - unemployed, young people, disabled or beneficiaries of the RSA - will register directly or via the CAF (when applying for the RSA), the local missions or Cap emploi.
A contract of
Job seekers will be referred to the operator France Travail or its partners for their support "according to their level of qualification, their situation with regard to employment, their aspirations, and the particular difficulties they encounter, in particular in terms of health, housing and childcare".
The objective of the support is access to employment, or failing that, social integration in the event of health or housing problems.
The job seeker and his/her referent adviser sign a "commitment contract" which defines this objective and the intensity of the support. For RSA beneficiaries, it is a reference to 15 to 20 hours of weekly activities (workshops, training, immersions, etc.), even if they are not mentioned in the text.
New in the sanctions regime, the payment of the RSA may be temporarily suspended in the event of a breach, until the person respects his commitments.
Improving the employment of people with disabilities
The text aims to improve the access of people with disabilities to employment in the ordinary environment and to stop directing them straight away towards specific measures.
When a person receives recognition of the status of disabled worker (RQTH) granted by a departmental house for disabled people (MDPH), this will automatically be transmitted to France Travail. The advisers of France Travail will then meet with the person to determine their project, their needs and the most suitable environment.
It may be directed towards an ordinary company, with or without a supported employment scheme, towards an adapted company or towards the protected sector of the Esat (establishments and services for help through work, which fall within the medico-social sector).
The MDPH will no longer be able to direct the person to an Esat from the outset, but only on the recommendation of France Travail.
The bill aims to align the rights of ESAT workers with those of ordinary employees. However, they will remain protected from dismissal.
Strengthen childcare
The project aims to ensure that childcare is no longer an obstacle to job search.
Municipalities with more than 3.500 inhabitants will become "organizing authorities" for the reception of young children, with the mission of identifying needs, informing families and building the offer.
An information and support desk for parents will also be set up in all towns with more than 10.000 inhabitants.
The government wants to create 100.000 additional childcare places for young children by 2027, with the aim of reaching 200.000 by 2030 - young children currently have 458.000 places in crèches and 770.000 with childminders .
It also wishes to strengthen the training of professionals and the supervision of crèches.
