France Travail will be “co-piloted” with communities, suggests Dussopt

“We propose that the governance” of this new body “could be based on co-piloting between the State and local authorities, at each relevant territorial level,” declared the minister before the Social Affairs Committee of the National Assembly.

“We are not affecting the skills of local authorities!”, he insisted in response to concerns expressed on this point by certain local elected officials. “We want governance to be as territorialized as possible,” he continued.

The bill for full employment, debated from Monday by the deputies, should give birth to the France Travail network, which will coordinate all the actors of the public employment service and will monitor both the beneficiaries of unemployment benefit and those of the RSA.

The executive is betting on this transformation to achieve full employment, i.e. an unemployment rate of around 5% in 2027 (against 7,1% currently), against the backdrop of the idea that "no one is unemployable".

Despite the sharp drop in unemployment in recent years and labor shortages in many sectors, the number of RSA beneficiaries has hardly decreased since 2017, around 1,9 million. And “18% of beneficiaries are not monitored by any organization,” lamented Mr. Dussopt on Monday.

In July, the Senate adopted the text which provides in particular for more directive monitoring of RSA beneficiaries and the generalization of an employment contract signed by each registered with France Travail.

It is within this framework that 18 departments are experimenting with renewed support for RSA recipients, who must complete 15 to 20 hours of weekly activity (professional immersions, refreshers, CV writing, etc.)

This system, which is not formally enshrined in the law, does not correspond to “free work or compulsory volunteering”, insisted Mr. Dussopt. It includes “social integration objectives” taking into account “the personal situation” of each applicant, such as a “disability”, “childcare difficulties” or the need for “medical care”. or health" of the candidates, listed the minister.

But if the beneficiary does not respect his duties, the payment of the RSA may be suspended, with retroactive regularization when the person again respects his commitments.
