For MaPrimeRénov', the emergency in 2024 is not budgetary but the immediate revision of the system according to CAPEB

Indeed, the urgency at present is to provide ourselves with the means to consume the allocated budget in 2024 in a context where disbursements have fallen by almost 12% in 2023 compared to 2022 and the number of renovation projects energy financed by the ANAH, by 17% (i.e. 569.243 projects with only 72.000 overall renovations).

When the increase in the MaPrimeRénov' budget of 1,6 billion euros was announced by the Prime Minister at the time, CAPEB, while welcoming this positive signal, challenged the Government given the inadequacy between this budgetary revaluation and the trajectory envisaged to reform MaPrimeRénov.

This fear turned out to be correct. Indeed, on January 1, a system came into force which will inevitably deal a detrimental blow to the essential acceleration of energy renovation work by excluding too many households likely to undertake work, too many competent craft companies likely to carry them out. carry out and too many small projects which alone can make the objective of massification of work possible. Under these conditions, in light of the 2023 results, the consumption of this increased budget was illusory.

This observation also applies to the envelope allocated in 2024. The common objective must be that of an increase in the budget actually consumed, reflecting an increase in the number of energy renovations.

CAPEB reminds us that only better functioning of the system will make it possible to revive the dynamic. The work is underway. The working meeting that CAPEB had on its proposals with Christophe Béchu and Guillaume Kasbarian, on January 15 (read the'interview with Jean-Christophe Christophe REPON), revealed the firm desire of ministers to relax the current terms and conditions for undertaking energy renovation work. The arbitrations are expected at the beginning of March and, CAPEB hopes, should be able to boost the number of works undertaken.

CAPEB will be able to ask the Government for a budget extension in 2024 if it turns out that the dynamic is picking up at a more sustained pace than the forecasts made. A halt to this dynamic, which is fully in line with France's environmental ambition, cannot be expected. For 2025, it will remind the Government of the need to allocate appropriate funding to a system that has proven itself.
