Fight against fraud in DPE and energy renovation: validation of the Cazenave law by the Constitutional Council

These provisions include in particular:

• Strengthening of supervision and sanctions against Rénov' supervisors and fraudulent agents;
• Name and shame to permanently remove fraudsters, with publicity of the sanctions imposed;
• Automation of data sharing between different administrations and Anah, to better identify fraudsters.

The ministry will make every effort to ensure the entry into force of all the measures provided for by the law. A decree to better combat energy aid fraud will be published in September 2025.

At the same time, the work initiated continues, taking into account the provisions contained in the law and adapting the timetables where necessary. For example, the law requires the overhaul of the diagnosticians' directory to improve its reliability. This overhaul will be effective after a few weeks of technical developments, initiated in early June. As this overhaul is a necessary prerequisite for the distribution of QR codes intended to secure households, it will therefore involve a delay in its implementation: the QR codes used to verify the qualification of diagnosticians will therefore be available in the fall of 2025. As specified in the decree, until the administration has provided the QR codes to the diagnosticians, they obviously cannot present them to households. To ensure that households are properly informed, the ministry will communicate via the press as soon as the QR codes are available.

The ministry is also continuing its work to ensure that a QR code is affixed to each DPE by the fall of 2025. This code will link to an authenticated version of the diagnosis, allowing households and renovation stakeholders to verify its validity. The functionality intended to prove the actual presence of the diagnostician on site during the performance of a DPE will be implemented in the first quarter of 1, and is the subject of a public procurement contract currently underway. The other provisions of the decree issued on June 2026, 16, concerning the energy performance diagnosis, such as increased controls or more rigorous examinations with random questions, remain in effect from July 2025.
